The Planning Commission discussed issues related to open <br />space, the private road/bridge, and proposed lot sizes. Detailed information on this <br />meeting is provided in the excerpts from the Planning Commission meeting minutes, <br />attached as Exhibit 4. <br />One member of the public spoke at the hearing addressing the on-going traffic and <br />Stormwater runoff issues on Happy Valley Road. After receiving public testimony, the <br />Commission approved the application on a 4-1 vote (with Commissioner Fox <br />dissenting), subject to the modified conditions of approval. <br />DISCUSSION <br />The proposed density, site plan, and design guidelines are appropriate for the subject <br />site. The applicant will be required to mitigate traffic impacts created by the project <br />through the payment of traffic fees. A detailed analysis and discussion of the proposal <br />is included in the Planning Commission staff report dated January 14, 2009 <br />(Attachment 5), including General Plan and Happy Valley Specific Plan conformity, <br />geotechnical study and peer review; wetland and biology assessment reports, tree <br />report design review process, and common open space ownership. <br />Page 4 of 6 <br />
