The Human Services Commission also collaborates twice each year with the City's Housing <br />Commission to conduct ajoint review as part of the annual process of allocating CDBU funds. <br />This collaborative effort, begun in 1996, has helped to improve the coordination of assistance to <br />housing and services in the area and has helped to simplify the process of allocating funds to <br />local non-profits, thereby improving service delivery. <br />[n 1998, the City of Pleasanton joined with the City of Livermore and with Allied Llousing (a <br />nonprofit housing developer) to implement the new'IYi-Valley Housing Scholarship Program <br />discussed earlier. This program, which is now administered by Abode Services, is part of a <br />series of collaborative efforts that have improved the delivery of housing and services to <br />'Cri-Valley residents. <br />Chc City of Pleasanton has continued to take a lead role in the activities of the 'Cri-Valley <br />Affordable I [ousing Committee (CVAHC), which is made up of representatives of cities in the <br />Livermore Amador Valley area (Pleasanton, Livermore, Dublin, San Ramon, and Danville). The <br />I~VAI (C has actively participated in annual ovdreach activities promoting public awareness of <br />affordable housing in the Tri-Valley area, working with the Mast I3ay [lousing Organizations <br />(EBC[O). [n addition, the "CVAI[C recently initiated the sucecssfid establishment of the "Cri- <br />Valley [[ousing Opportunity Center (TV[ IOC). 'Chc'l'VHOC serves as a "clearing house," <br />initially for ownership programs and ultimately for a continuum of housing assistance of <br />different types in the "Cri-Valley area. <br />YUI3L[C HOUSING IMPROVF,MF,NTS AND RESIDENT INITIATIVES <br />The City cru•rently administers two below-market rent senior housing projects: 1) Ridge View <br />Commons (200 units; owned by a private non-profit), and 2) Kottinger Place (50 units of [ [UD- <br />subsidized Public [lousing; owned by the Pleasanton Housing Authority). Ridge View <br />Commons was opened in 1989, and the current operating budget (which includes an ample <br />replacement reserve) is deemed sufficient to maintain current levels of maintenance and service <br />to residents. City I [ousing staff recently completed a refinancing of the existing $8 million <br />mortgage with Cal[ IFA. 'Chis restructuring will ensure the continued financial well-being of the <br />project. <br />As part of an on-going program, the City has allocated CDBG and City Housing Funds for <br />several years to make facility improvements at Kottinger Place, which is 35 years old. Past <br />improvement projects include rcrooting, repainting, installation of new doors, and landscape <br />rehabilitation to decrease maintenance costs. "this program will continue in ['Y 2009 with an <br />emphasis on interior and exterior rehabilitation improvements. A $260,000 federal C[AP grant <br />was awarded to the project in 1996 and construction was recently completed on modernization <br />improvements at Kottinger Place.
