4.- The electric facilities contemplated for construction within Tract 4788 in the District include (a) the necessary excavation and backfill, (b) the furnishing and installation of conduits and substructures located within and necessary to serve Tract 4788 in the District (Electric Substruc- tures), (c) the installation of new underground electric distribution facilities that are to be connected to PGandE's existing electric distribution system (Electric Facilities), and (d) the installation of new electric street lighting service facilities (Street Lighting Service Facilities), all of which are generally shown on the sketches marked Exhibit "A," attached and made a part hereof and all of which are necessary to provide service to potential new commercial and industrial applicants in Tract 4788 in the District, except for additions and modifications required to provide electric service when load and service locations are determined. 5. City and Developer have further requested that Electric and Street Lighting Service Facilities be installed by PGandE and the Electric Substructures be installed by Developer prior to PGandE's receipt of appli- cations for permanent electric service from two or more enterprises as defined in PGandE's Electric Rule No. 15.2, Underground Extensions Within ~ew Co~nercial and Industrial Developments (Electric Extension Rule), on file with the California Public Utilities Commission (Commission), a copy of ~vhich is attached and made a part hereof. 6. The final design and installation of all of the Electric Facilities cannot be completed at this time since the electric loads and service locations cannot be determined until land is sold or leased in Tract 4788 in the District to various applicants who will install electric loads and apply to PGandE for their specific electric service requirements.
