BACKGROUND
The Aquatic Center is located at 4455 Black Avenue. In 1996, the facility was expanded
with a 50 meter pool and improved locker facilities. While this improvement project was
initially intended to include other improvements, including a toddler pool and filtration
improvements, lack of funding prevented these additional improvements from being
completed. Since that time, the CIP has included a number of projects to address facility
improvements but higher priorities have limited work at the Aquatic Center to routine
maintenance.
Two of the primary issues facing the facility or deteriorating concrete decks and an
inadequate filtration system. These issues are not only related to general maintenance
concerns but represent a broader health and safety concern related to compliance with
code requirements that each pool have its own filtration system. While, the City has
avoided the Alameda County Health Department from determining that the facility is out
of compliance, the need to replace the deteriorating decks will trigger the need to
address the filtration system.
To address this issue the CIP includes funding for the design of the project but does not
include funding for the improvements. Staff anticipates that the design work will include
an estimated construction cost estimate that will be used for determining the feasibility
and timing of future funding.
DISCUSSION
A Request for Proposal (RFP) was sent to a total of three (3) consultant firms in 2008.
The firms were either from the City's qualified list of consultants or firms that expressed
an interest in receiving a copy of the RFP. Two (2) firms, Aquatic Design Group (ADG)
and Rowley International Inc., responded with proposals. Interviews were conducted
with these firms, and all firms were found to be qualified to provide the services
requested. However, based on the proposed scope of work, Aquatic Design Group
(ADG) was selected to provide the services needed.
The scope of work is outlined in Exhibit A of the recommended agreement (Attachment
1). Staff anticipates all work being completed by December 2009.
Submitted by: Fiscal Review: Approved by:
I ~~~ i
Susan Andrade-Wax David P.
