13. What is the status of various city/county ordinances whose intent is to halt these <br />types of conversions? <br />Response: See pages 4 and 5 of the Memo concerning "Litigation Concerning the <br />Results of Resident Surveys". Apparently the County of Sonoma's ordinance was <br />upheld at the trial court level but the case is currently on appeal. <br />14. What is the number of senior housing units currently in the city and of those, how <br />many are rental? <br />Response: Other than the 350+/- units in Vineyard Villa and the Hacienda Mobile Home <br />Parks and the units at the Parkview Assisted Living Facility, there are 534 units in <br />Pleasanton that are rental units exclusively for lower income senior households. Other <br />than the 110 unit for sale project that City Council approved on February 17, staff is <br />unaware of other for sale housing reserved solely for seniors. <br />15. Is the Tenant Impact Report that was provided to the residents adequate <br />because it did not discuss the homeowners' association dues and real property <br />taxes that a property owner would incur if he/she purchased a lot? <br />Response: When the park owner is ready to begin selling individual lots, he must <br />submit to the State Department of Real Estate certain financial information that the <br />Department must approve before the lots can be: sold. That information includes the <br />estimated homeowners' association dues and the real property taxes that potential <br />purchasers would be paying. Once the Departrrient is satisfied with the information, it <br />issues a report (called a "White Report") that allows the lots to be sold. Information <br />concerning HOA dues and property taxes are disclosed to potential purchasers at that <br />time. <br />16. What rent guidelines are in place for residents who at the time of the conversion <br />are not considered lower income households? <br />Response: See page 3 of the Memo concerning "State Subdivision Map Act". In <br />addition, the Tenant Impact Report sets forth in more detail at pages 3 and 4. <br />17. Did the notice that was sent out on this have the right person in the planning <br />department to contact; what about those residents who do not have Internet <br />access? <br />Response: The notice was published identifying Rosalind Rondash as the planner, <br />although Natalie Amos' phone number was actually listed. Although not all residents <br />have Internet access, because a phone number was listed, presumably anyone who <br />had questions or concerns would be able to contact Ms. Amos and indeed, she has <br />fielded a number of calls. <br />3 <br />
