amount is greater than $275,000, the HSC would like the opportunity for further review if <br />feasible under the timelines for submission of the final grant package to HUD. <br />Housing Commission (HC) Action <br />The HC reviewed housing-related applications at its meeting of March 19. After hearing <br />presentations from agency representatives and discussing the applications, the HC <br />approved the following recommended allocation: <br />• $202,843 ($102,843 in CDBG funds remaining after the HSC's allocation plus <br />$100,000 in HOME funds) to Neighborhood Solutions for the Housing Rehab <br />Program; <br />• $80,000 in HOME funds to TCHC for rent subsidies for the Tri-Valley Housing <br />Scholarship Program; and <br />• $80,729 in City Lower Income Housing Funds to CRIL, ECHO, and TCHC for <br />housing services. <br />The HC did not recommend approval of staff's recommended allocation of $100,000 in <br />HOME funds to REACH as seed money to acquire a fifth Pleasanton property. <br />However, while the HC expressed support for the efforts and accomplishments of the <br />agency it determined that more project specific details are necessary prior to <br />recommending funding. As a result, it invited REACH to reapply outside of the normal <br />grant cycle if more information on a fifth property develops in the near future. The HC's <br />recommendation is also summarized in Attachment 2. <br />Consistent with most CDBG allocations, funding is inadequate to fund all project <br />requests. As a result, the commissions and staff prioritize projects placing focus on <br />need, project status, overall value, agencies ability to effectively meet program goals <br />and project concept. With this in mind, a summary of some of the more notable projects <br />recommended for funding include: <br />• Axis Community Health will receive funds to rehabilitate its behavioral health area to <br />accommodate facilities needs generated by recent funding received from the federal <br />government to increase staffing at the community clinic (the agency is currently <br />completing renovations to a new Women's Health Center using over $300,000 <br />provided by the City over the past four years). <br />• ECHO Housing will receive continued funding for housing counseling and tenant- <br />landlord services for Pleasanton residents. <br />• Neighborhood Solutions will receive funding to continue to provide loans and small <br />grants to a greater number of low-income residents through the Housing <br />Rehabilitation Program. <br />• The City will make its seventh of eleven annual payments toward the Section 108 <br />loan that was used to acquire and rehabilitate the former Family Crisis Shelter in <br />Livermore (now known as Sojourner House). <br />Page 5 of 15 <br />
