Establish the total grant amount (estimated at $250,000) <br />2. Determine the amounts available for the three main funding categories <br />(capital/rehab ($162,500), public services ($37,500), administration ($50,000) <br />3. Allocate 20% of the grant for administration ($50,000) <br />4. Allocate capital/rehab funding (Housing Commission) <br />5. Allocate public services funding (Human Services Commission) <br />6. Recommend funding housing services through the City's Lower Income Housing <br />Fund ($80,729) <br />Consistent with this process, the new projects were discussed in detail at the two <br />commission meetings. The draft minutes from these meetings are available as <br />Attachment 3. A summary of Commission discussions are as follows: <br />Human Services Commission (HSC) Action <br />As noted above, the City's Human Services Commission reviewed the non-housing <br />applications at its meeting of March 4. After hearing presentations from the agencies <br />that had submitted the applications, the Commission took action to approve the staff <br />recommendation which includes $37,500 for seven public services (PS) projects and <br />$59,657 for two capital projects (Axis and Sojourner House). A summary of the <br />Commission's action is included at Attachment 2. <br />In order to address the potential for a surplus or shortfall of CDBG funds once the City <br />receives its final allocation, the HSC further recommended that any surplus PS funding <br />be allocated proportionately to the four underfunded projects in proportion to the amount <br />that was underfunded for each project. In the case of a deficit: 1) If the PS funding is <br />less than $37,500 but greater than $35,000, the deficit shall be deducted from <br />Spectrum; or 2) If the PS funding is less than $35,000, funds shall be distributed equally <br />among all seven projects (i.e., all projects will receive an equal amount that is less than <br />$5,000). The recommendations for the two capital projects (Axis and Sojourner House) <br />will remain the same regardless of the final grant amount. If the final CDBG grant <br />Page 4 of 15 <br />
