The City of Pleasanton was also successful in meeting the CDBG expenditure standards <br />as evidenced by the fact that as of the June 30, 2008 deadline, the L31 balance in the City's line <br />of credit was below the maximum threshold of I.50. The timely expenditure if CDBG fimds is <br />an important consideration for Congress during the annual appropriation process. <br />We commend the City fw• encouraging affordable housing opportunities for low-and <br />moderate-income families. A notable accomplishment includes the reservation of seven <br />affordable condominiums within the Birch Terrace project, one affordable towuhome belonging <br />to the Vineyard Avenue development, and 35 condominiums within the Stoneridge development <br />for sale to low and moderate-income homebuycrs at below-market rates. Furthemrore, the City <br />contributed $350,000 in local funds as a match in State Housing Enabled by i,ocal Partnerships <br />(HELP) funds to establish a down payment assistance loan program in PY 2007. We understand <br />that the down payment assistance program will provide loans of up to $60,000 for low-income <br />households and $40,000 for moderate-income families to purchase existing homes in Pleasanton. <br />We would be delighted to hear about the probness of the new down payment assistance program <br />in the fimire. <br />Since the City of Pleasanton receives a relatively small amount of entitlement fimds, it <br />has used its ('DBG funds principally for public services, public improvements, and fair housing <br />activities. Nevertheless, the City combined approximately $17,000 in CDBG funds with its <br />Lower Tncome Housing Funds to address the performance measurement goal of preserving <br />affordable rental and ownership housing to 100 low- and very-low income families by 2009. <br />During the reporting program year, 10 low- and very low-income homeowners, particularly <br />seniors and disabled individuals, received repairs to their homes and seismic bracing services <br />through the rehabilitation programs. <br />Overall, the City continues to perform well in the use of its resources. Its staff continues <br />to take a lead role in the activities of the Tri-Valley Affordable Housing Committee (TVAHC), <br />which is comprised ofrepresentatives from thejurisdictions in the Tri-Valley area, specifically <br />Pleasanton, Livermore, Dublin, San Rarnon, Danville, and the counties of Alameda and Contra <br />Costa. Furthermore, the City's cooperation and collaboration with [he cities of Livermore and <br />Dublin in more than 10 housing programs are admirable. Our review of the CAPER and other <br />available information confirms that the city has the continuing capacity to implement its CDBG <br />program. <br />
