These funds are used by <br />communities to implement the strategies outlined in the five-year Consolidated Plan for <br />preserving existing affordable housing, developing new affordable housing, improving <br />neighborhoods, and expanding economic opportunities for low- and moderate-income people. <br />In PY 2007, the City received $285,394 in CDBG funds. This grant was augmented with <br />$237,229 of unexpended CDBG funds from the previous program year and $1,000 in program <br />income fbr a total of $523,623. The City expended $285,394 of CDBG funds on a variety of <br />activities that primarily benefited low- and-moderate income residents (99.33%). As in previous <br />years, the City combined CDBG funds with other Federal, State, and local funding sources, <br />including HOME, California Housing Finance Agency (CaIWFA) funds, [he City`s Lower- <br />income Housing Funds, and the General Funds. <br />Our office has reviewed the City of Pleasanton's 2007 Consolidated Annual Performance <br />Report (CAPER). Based upon our review of the CAPER, the Department's Integrated <br />Disbursement and Intbrmation System (IDIS) data, and other available information, we have <br />determined that the Cily effectively utilized CDBG funds and other financial resources to meet <br />its annual housing and community development objectives, as well as made significant progress <br />toward meeting its five-year goals and performance outcomes. In addition, the City of <br />Pleasanton demonstrated its continuing capacity to administer its CDBG programs in the face of <br />difficult economic times and implemented housing and non-housing programs in accordance <br />with requirements of the Housing and Community Development Act. <br />
