Box 520 Pleasanton, CA 94566 Dear Mayor Hosterman: U.S. Department of Housing and Urban Development San Francisw Regional OMce -Region IX 600 Harrison Street San Francisco, California 94107-1387 www.hud.gov espanol.hud.gov FED 10 '1009 SUBJECT: City of Pleasanton, California Annual Community Assessment Report Program Ycar 2007 The U.S. Department of Housing and Urban Development's (HUD) Office of Community Planning and Development (CPD) annually reviews the performance of communities managing Community Development Block Crant (CDBG), Home Investment Partnership Program (HOME), and other Federal program funds. These funds are used by communities to implement the strategies outlined in the five-year Consolidated Plan for preserving existing affordable housing, developing new affordable housing, improving neighborhoods, and expanding economic opportunities for low- and moderate-income people. In PY 2007, the City received $285,394 in CDBG funds. This grant was augmented with $237,229 of unexpended CDBG funds from the previous program year and $1,000 in program income fbr a total of $523,623. The City expended $285,394 of CDBG funds on a variety of activities that primarily benefited low- and-moderate income residents (99.33%). As in previous years, the City combined CDBG funds with other Federal, State, and local funding sources, including HOME, California Housing Finance Agency (CaIWFA) funds, [he City`s Lower- income Housing Funds, and the General Funds. Our office has reviewed the City of Pleasanton's 2007 Consolidated Annual Performance Report (CAPER). Based upon our review of the CAPER, the Department's Integrated Disbursement and Intbrmation System (IDIS) data, and other available information, we have determined that the Cily effectively utilized CDBG funds and other financial resources to meet its annual housing and community development objectives, as well as made significant progress toward meeting its five-year goals and performance outcomes. In addition, the City of Pleasanton demonstrated its continuing capacity to administer its CDBG programs in the face of difficult economic times and implemented housing and non-housing programs in accordance with requirements of the Housing and Community Development Act.
