6. PUBLIC HF,ARINGS <br />A. Presentation from Nonprofit A¢encies and Recommendation to Allocate Federal <br />Community Development Block Grant (CDBG) Funds for Fiscal Year 2009 (2009-10) <br />Mr. Erickson presented a slide show that provided background information about the CDBG program. 1 is <br />also discussed Attachment 4 of the staff report, which provided a history of CDBG funding from 2006 <br />through 2008. Mr. Hrickson further advised that the amount of funds to be released by HUD for this <br />program has not yet been released, so a funding of $250,000 being recommended is based on a potential <br />slight decrease in funding as compared to last year. <br />Mr. Erickson further advised that based on HUD regulations, CDBG funds are to be made available for <br />three (3) main categories, i.e. Capital/Rehab (65%), Public Services (I S%), and Administration (20%). <br />He also discussed the application review process and collaboration with the cities of Dublin and <br />I,ivennorc. <br />Chairperson Kennedy opened the Public Hearing at 7:15 p.m. <br />Bay Area Community Services (BAGS), Lisa Gross -thanked the Commission for past support and <br />provided information regarding the services provided by the Agency. She advised that clients are seen <br />three (3) times each week and the agency hopes to increase this to (ive (5) tunes a week in the near future. <br />Details of the vocational and paid-internship programs were provided and the Commission was advised <br />that 100% of the agency's clientele arc low to extremely low income. <br />Spectrum Community Services, Annemarie Parrish-the Commission was thanked for its continued <br />support of Spectrum's Congregate Mcal Program for seniors offered at the Pleasanton Senior Center. Ms. <br />Parrish advised that seniors arc encouraged to visit the Center for the meal program, and those who cannot <br />attend are able to receive meals from the "Meals on Wheels" program. The Commission was advised that <br />CDBG funds would help Spectrum pay the salaries for the Mcal Site Coordinator and Meal l landler who <br />serve the meals at the Pleasanton Senior Center, while any funds received through the City Grans program <br />would allow volunteer drivers to receive mileage compensation. <br />The Commission was informed by Ms. Parrish that meals for the program arc prepared at Spectrum's <br />Hayward kitchen facility and transported to Pleasanton. She further advised that Spectrum would <br />maintain its current service Icvel, even if the amount of requested funds were not received. <br />Easter Seals Bay Arca, Jenifcr Reeve- informed the Commission that Easter Seals Bay Area provided <br />services to Pleasanton residents from its Dublin location. She provided details of the Kaleidoscope <br />program that helps disabled individuals 18-22 years of age transition from high school to adulthood by <br />providing them with a wide array of community-based volunteer, employment, recreation, leisure, and <br />education opportunities. Ms. Reeve advised that 65% of the parents with disabled children in the <br />Kaleidescope program arc low-income. <br />Commissioner Rowland discussed with Ms. Reeve the benefits of the program and how helping the <br />disabled individual ultimately helps the whole family. <br />I luman Services Commission Minutes <br />March 4, 2009 <br />Page 2 <br />
