The street lights that were proposed to be installed on this section of Foothill Road are <br />similar in spacing, height and wattage to the existing street lights on Foothill Road <br />between Bernal Avenue and Raccoon Hollow Court. It was determined that this was the <br />most effective lighting and spacing to properly light the street in conformance with the <br />(IES) standards. <br />DISCUSSION <br />City standards require that street lights be installed on frontages of new projects. If the <br />public's opinion regarding the impact of the lights on the character of Foothill Road has <br />changed, it is reasonable that the lights be reinstalled. The possibility that the poles be <br />reinstalled was addressed in 1990 in the attached letter from the former City of <br />Pleasanton Director of Public Works and Utilities, Joseph Elliott, to the developer of the <br />subdivision (see Attachment 4). <br />Staff has solicited bids for the reinstallation of the Foothill Road street lights from the <br />City street light maintenance contractor, Vista Universal Inc., as well as the contractor <br />currently doing street light replacement on another City contract, Lawrence Backhoe <br />Services. The two bids for this work were $39,348 and $44,100, respectively. If Council <br />determines that the eighteen street lights on Foothill Road should be reinstalled, staff <br />recommends the City Manager be authorized to enter into a contract with Vista <br />Universal Inc. for the installation of the street lights. <br />Since the street lights were removed in 1990, the trees around the street light bases <br />have grown considerably; consequently, some of the trees may require pruning before <br />the poles can be installed. This pruning could incur extra costs above the bid price <br />mentioned for the street light installation. Staff has not obtained pricing for this work, <br />but anticipates that the cost will be less than $5,000.
