BACKGROUND <br />The Sidewalk and Access Ramp Installation project is an annual City program. Each <br />year areas for improvements are selected based on recommendations from the Traffic <br />Engineering Division and from previous years' resurfacing projects. The City's ADA <br />Committee also identifies and recommends locations for improvements that do not meet <br />current Americans with Disabilities Act standards for existing crosswalk areas. <br />The current project consists of the construction of 62 intersection ramps, 5 raised <br />islands with passageways (resulting in easier access to sidewalks for bicycles and <br />pedestrians with wheelchairs and strollers), and installation of yellow detectable warning <br />surfaces at various locations. Project locations are generally along Greenwood Drive, <br />Mohr Avenue, Stoneridge Drive and Valley Avenue (see Attachment 1). <br />DISCUSSION <br />Bids <br />An Engineer's Estimate for the project was calculated at $213,000. Sealed bids were <br />opened on February 26, 2009, with a total of sixteen bids received that ranged from <br />$114,875 to $262,228 (see Attachment 2). The low bid of $114,875 was received from <br />A-1 Construction, Inc. of Castro Valley, California. All bid documents were found to be <br />in order and past work performed by A-1 Construction was verified to be satisfactory. <br />Budget <br />The project is funded in the City Capital Improvement Program through the Annual <br />Sidewalk and Access Ramp Installation project. Staff is recommending a 20% project <br />contingency ($23,000) due to the potential for unanticipated field changes and the <br />widespread range of bids received for this project ($114,875 to $262,228). A summary <br />of funding sources and estimated expenditures is presented in Attachment 3. Note that <br />$23,350 is being requested (via separate staff report on 4/7/09), to be transferred from <br />this CIP project to the Sidewalk/ADA Assessment project, CIP No. 085034. <br />Schedule <br />The proposed schedule for the subject project is as follows: <br />Council Award of Contract April, 2009 <br />Start of Construction May, 2009 <br />End of Construction June, 2009 <br />Page 2 of 3 <br />
