BACKGROUND <br />Recent standards for ADA ramps have been modified requiring the installation of <br />detectable warning surfaces on all ramps. Additionally, any street resurfacing project <br />now requires that adjacent sidewalks and pathways be brought up to current ADA <br />standards. The City does not have an accurate inventory of the condition of existing <br />sidewalks and ADA ramps. Existing sidewalks become damaged through normal wear <br />and tear and adjacent tree roots that crack and lift sidewalks, creating potential tripping <br />hazards. The City of Pleasanton needs to maintain the City's sidewalk network in <br />compliance with current ADA standards and will use the information provided from the <br />assessment to budget future Capital Improvement projects. <br />The City of Pleasanton uses ESRI software to maintain an inventory of streets and <br />sidewalks and to export data to the City's Maintenance Management System to <br />generate work orders for the Streets Division. This survey will provide information to the <br />City to generate future work orders for the Streets Division and to budget future Capital <br />Improvement projects (see Attachment 1, Exhibit A, Scope of Work). Results from the <br />survey will provide staff with the primary tool necessary to link the GIS data with the <br />City's infrastructure and to determine repair program costs for the City of Pleasanton's <br />Capital Improvement budget. This will improve the overall maintenance and <br />rehabilitation of all City sidewalks. <br />CONSULTANT SELECTION <br />Because of the specialized nature of survey and the experience required for this project, <br />a consulting firm was deemed necessary to conduct the survey and create the City's <br />Sidewalk/ADA inventory system. Using a consultant database, a total of six firms were <br />invited to submit proposals, with five of them responding. Two firms were selected for <br />an interview. After review and evaluation of the proposals by City staff, RRM Design <br />Group was determined to be the most qualified consultant. Parameters used for the <br />evaluation of the proposals and interviews included presentation, project understanding, <br />project approach, members of the project team and previous experience with similar <br />projects. Previous work performed by RRM Design Group has been verified as being <br />satisfactory, and staff is therefore recommending approval of the proposed contract. <br />RRM Design has worked with the City on previous City projects including Staples <br />Ranch Community Park and the Bernal Park concept plan. <br />SCHEDULE <br />The estimated time schedule for updating the database is as follows: <br />Begin Sidewalk/ADA Condition Surveys April 20, 2009 <br />Complete Sidewalk/ADA Condition Surveys July 10, 2009 <br />Complete GIS Update July 30, 2009 <br />Page 2 of 3 <br />
