Councilmember Sullivan asked for clarification on the project phasing and timing and how that <br />compares to the original streetscape project. Mr. Kelcourse said that plans for the streetscape <br />improvements are essentially done; we are currently waiting on PG&E to relocate the utility poles <br />but with this new request staff has asked them to hold off until it receives direction on whether or <br />not to proceed with undergrounding. Provided that the Council chooses to move forward, <br />undergrounding would be the first order of work. As a large portion of the work is dependent upon <br />PG&E, staff would recommend isolating the two phases to hopefully isolate the potential exposure <br />for delay claims from the contractor. <br />Councilmember McGovern cited the staff report which states that the decision as to whether or not <br />to complete the revised project with undergrounding could be completed at a later date, but that <br />assigning $400,000 to this project tonight feels like a commitment to move forward. Mr. Fialho <br />confirmed and added that there would be the added, although not insurmountable, challenge of <br />tracking the project and funding it accordingly as the CIP is put together each year. <br />Mr. Fialho noted that Rule 20A could be used for another project that the City Council may choose <br />to identify later through the capital improvement process. <br />Councilmember McGovern asked for clarification on the action required tonight and if it is <br />acceptable to request in a motion that staff move forward with obtaining bids for the design of the <br />undergrounding project. <br />Mr. Fialho confirmed and explained that such a motion would authorize staff to: begin work to <br />secure a contract with a design firm to underground utilities on Old Stanley Boulevard; work to <br />achieve that objective; return, following discussion of the CIP, with an award of contract that would <br />allow undergrounding to be accomplished assuming that the Council supports the CIP and funding <br />strategy over the next 2 to 4 years; formalize action to establish an undergrounding utility district to <br />accomplish the undergrounding of utilities. <br />Motion: It was m/s by McGovern/Cook-Kallio to initiate formal proceedings for the establishment of <br />an underground utility district with clarification from staff and the action to return following review of <br />the CIP. Adopt resolution affirming support of and partnership with the 2010 Census and receive a <br />report regarding 2010 Census activities <br />Principal Planner Janice Stern outlined the beginning of the public awareness campaign directed at <br />all residents to encourage awareness and participation in the upcoming census to take place on <br />April 1, 2010. She explained that census data is extremely important in that it is used to make <br />decisions relating to reapportionment and redistricting; congressional and other elected seats; <br />affects the distribution of more than $300 billion in federal funds to state, tribal, and local <br />governments; and helps the city to understand its community and tailor its services and facilities to <br />the future. At the local level the census provides data on family types, number of children, age, <br />education levels, and languages spoken. <br />Since last summer, Pleasanton has participated in the 2010 Census Participant Statistical Areas <br />Program which gives municipalities the opportunity to recommend census boundaries conducive to <br />their local objectives; worked with Alameda County Complete Count Committee and sub-regionally <br />City Council Minutes Page 4 of 5 March 17, 2009 <br />
