those City intersections separately analyzed in the EIR. The City <br />shall nonetheless require signalization of such intersections. <br />(iii) Concurrent Extension Impact Number 3 <br />The Final EIR indicates that the existing unacceptable level of <br />service of Intersection No. 34 (Santa Rita Road at Valley Avenue) <br />would continue to operate at an unacceptable level of service under <br />the Concurrent Extension. Final EIR, page 3-20. Under the <br />Deferred extension, this intersection would have an unacceptable <br />level of service of LOS E. The Final EIR indicates that this <br />intersection would have an unacceptable level of service of LOS F <br />under the Concurrent Extension at the project level. The Staples <br />Ranch Traffic Report draws the same conclusion for both the <br />proposed project and the Ice Center Alternative under Concurrent <br />Extension conditions. This impact does not constitute a new <br />significant impact because the Draft EIR already identifies and <br />requires mitigation for project-level (Mitigation Measure TR-1.4) <br />and cumulative-level (Mitigation Measure TR-5C) significant <br />impacts at Intersection No. 34 under the Deferred Extension. In <br />addition, the Draft EIR assessed the increased LOS F impact to <br />Intersection No. 34 caused by Concurrent Extension when it <br />analyzed the Existing Specific Plan Alternative (which assumes <br />Concurrent Extension), concluding that the impact would be <br />mitigated to a less than significant LOS D through implementation <br />of Mitigation Measure TR-1.4 (Draft EIR page 5-20). During AM <br />and PM peak hours, the Existing Specific Plan Alternative <br />generates 1.5 times more traffic than the proposed project and 1.3 <br />times more traffic than the Ice Center Alternative. Application of <br />Mitigation Measure TR-1.4 to the proposed project or Ice Center <br />Alternative under Concurrent Extension conditions therefore would <br />also reduce impacts to less than significant levels because the <br />proposed project and Ice Center Alternative generate significantly <br />less traffic than the Existing Specific Plan Alternative. The Staples <br />Ranch Traffic Report confirms this conclusion by determining that <br />the improvements required by Mitigation Measures TR-1.4 and <br />TR-5C will reduce the Intersection 34 impacts of the proposed <br />project and the Ice Center Alternative under Concurrent Extension <br />conditions to LOS D under both project-level and cumulative <br />conditions (Staples Ranch Traffic Report, Tables 35, 37, 47 and <br />49). Moreover, the Final EIR indicates that the timing optimization <br />component of Mitigation Measure TR-5C would, on its own, reduce <br />the LOS F impact of Concurrent Extension to the existing LOS E <br />condition (Final EIR, Table 3.1-2), resulting in no significant impact <br />to existing conditions. <br />Stoneridge Drive Specific Plan Amendment and Staples Ranch Project <br />Environmental Impact Report Findings and Statement of Overriding Considerations Page 36 of 47 <br />
