and the Ice Center Alternative. (See, Table 35 and 37 of the <br />Staples Ranch Traffic Report.) This analysis is included in the Draft <br />EIR because the Draft EIR incorporates the Staples Ranch Traffic <br />Report by reference and specifically refers readers to the Staples <br />Ranch Traffic Report for more detail regarding the potential impacts <br />of the Concurrent Extension under both the Project and the Ice <br />Center Alternative. <br />(ii) Concurrent Extension Impact Number 2 <br />In the second instance, and again with regard to both the Project <br />and the Ice Center Alternative, the Concurrent Extension would <br />generate traffic which would contribute to an unacceptable level of <br />service at an intersection that would have an acceptable level of <br />service under the Deferred Extension (Intersection No. 32 (Santa <br />Rita Road at Stoneridge Drive) in the AM and PM peak hour). The <br />Draft EIR identifies this impact as a significant impact of the <br />Concurrent Extension under the Existing Specific Plan Alternative <br />(which, like the approved project, assumes the Concurrent <br />Extension), and states that the Staples Ranch Traffic Report <br />identifies mitigation measures that would render the impact less <br />than significant. (See, Draft EIR, pp. 5-17 to 5-20, referencing the <br />Staples Ranch Traffic Report for the mitigation measures required <br />to reduce the impact to a less than significant level, which are <br />specified in Tables 35 and 37 of the Staples Ranch Traffic Report.) <br />This impact therefore does not constitute a "new significant impact" <br />because the impact and its requisite mitigation measure have <br />already been identified in the Draft EIR. The Project Sponsor <br />consequently shall finance the improvement of Santa Rita Road at <br />Stoneridge Drive (#32), as referred in the Draft EIR and further <br />specified in the Staples Ranch Traffic Report, including widening <br />the northbound approach to provide a separate right-turn lane, <br />restriping one eastbound right lane to a shared eastbound through <br />lane, except that restriping of an eastbound right turn lane to a free <br />right turn lane shall occur instead of reducing pedestrian clearance <br />to 21 seconds. The timing of these improvements is identified in <br />the Mitigation Monitoring and Reporting Plan. The City shall <br />change cycle length to 130 and 120 seconds for AM and PM, <br />respectively. The Draft EIR and Final EIR also state that full <br />extension of Stoneridge Drive may result in a need for off-site <br />safety improvements, such as potential signalization, to minor <br />intersections along Stoneridge Drive east of the Santa Rita Road <br />intersection. (Draft EIR, page 3.9-1; 4-18, 4-19; Final EIR, page 3- <br />24.) This does not constitute a significant impact because such <br />intersections are minor intersections; the LOS D standard of <br />significance for the City applies only to major intersections, such as <br />Stoneridge Drive Specific Plan Amendment and Staples Ranch Project <br />Environmental impact Report Findings and Statement of Overriding Considerations Page 35 of 47 <br />
