Findings Demonstrating No Need for Recirculation <br />1. Effect of Concurrent Extension on Land Use and Planning <br />The analysis of the Draft EIR comprehends the impacts of the Concurrent <br />Extension because the proposed uses of the Staples Ranch site are the <br />same under the Concurrent Extension and the Deferred Extension. The <br />Concurrent Extension therefore will not pose any new significant land use <br />or agricultural resources impacts or substantially increase the severity of <br />such impacts beyond what is identified in the Draft EIR. <br />Noise <br />Findings Regarding Significant Impacts <br />1. Noise levels in excess of standards established in the Pleasanton General <br />Plan <br />Finding. The City finds that the following mitigation measures are feasible and <br />have been incorporated into the MMRP, thereby mitigating the impacts <br />to aless-than-significant level: <br />Provide exterior-to-interior noise reduction features for <br />residential, retail, and commercial structures to meet City <br />interior noise level standards of 45 dBA, per MM NO-1.1. <br />Provide exterior-to-interior noise reduction features to meet <br />single-event noise level standards (Lmax), below 50 dBA in <br />all rooms where people will sleep and 55 dBA in all other <br />habitable rooms, per MM NO-1.2. <br />Provide exterior noise reduction features by I-580 to meet <br />the City's exterior noise level standard of 60 Ldn at the <br />senior continuing care community villas and outdoor <br />recreation areas. Prior to approval of PUD plans, the <br />developer of the senior continuing care community shall <br />submit a noise analysis prepared by a qualified acoustical <br />consultant to the City that demonstrates, to the extent <br />feasible, that all proposed outdoor recreation areas will meet <br />the City's standard of 60 Ldn. Noise reduction features may <br />include wrapping of the proposed soundwall by the western <br />and eastern property lines, and an increase in the I-580 <br />soundwall height to compensate for the decrease in berm <br />height by the western boundary, per MM NO-1.3. <br />In the community park, limit areas within the 65 CNEL <br />contour to open space and trails.
