at another appropriate mitigation area in Alameda County, for an <br />acreage of San Joaquin spearscale habitat equivalent to the area <br />currently occupied by San Joaquin on the Staples Ranch site. If so <br />desired by the City, the development agreement shall also require that <br />topsoil from any areas of the project site that are documented to <br />contain populations of San Joaquin spearscale shall be separately <br />stockpiled during grading operations and incorporated into appropriate <br />areas within the Open Space Area of the Staples Ranch Community <br />Park. Accordingly, even if the impacts of San Joaquin spearscale were <br />not already mitigated, the additional commitments being made in the <br />development agreement would act as complete compensatory <br />mitigation for such impacts. <br />6. Impact waters of the State and the U.S. <br />Finding. The City finds that the following mitigation measure is feasible and has <br />been incorporated into the MMRP, thereby mitigating the impact to a <br />less-than-significant level: <br />Compensate for impacts to jurisdictional waters to ensure no net loss <br />of habitat function and values, per MM BIO-7.1. <br />DEIR, p. 3.3-24 <br />7. Interference with the movement of native or migratory terrestrial wildlife <br />Finding. The City finds that the following mitigation measures are feasible and <br />have been incorporated into the MMRP, thereby mitigating the impact <br />to a less- than-significant level: <br />Minimize light spillover with devices that will direct lighting <br />away from the Arroyo Mocho, per MM BIO-8.1. <br />Incorporate wildlife habitat into landscaping plans for <br />community and neighborhood parks, per MM BIO-8.2. <br />DEIR, p. 3.3-25 <br />8. Potential to conflict with the provisions of the City of Pleasanton tree <br />preservation policies or ordinances <br />Finding. The City finds that the following mitigation measures are feasible and <br />have been incorporated into the MMRP, thereby mitigating the impact <br />to aless-than-significant level: <br />Conduct a tree appraisal using aCity-approved arborist prior <br />to consideration of all PUD development plans, per MM <br />BIO-9.1. <br />Provide tree replacement and submit a proposed tree <br />preservation plan that indicates how the loss of affected <br />Stoneridge Drive Specific Plan Amendment and S[aples Ranch Project <br />Environmental Impact Report Findings and Statement of Overriding Considerations Page 22 of 47 <br />
