Charro Road, as contemplated by the General Plan and the existing provisions of the <br />Specific Plan. <br />The findings below regarding the City's decision to reject the Deferred Extension and <br />require the Concurrent Extension apply equally to the impacts of requiring the <br />Concurrent Extension as part of the Ice Center Alternative because, as identified in the <br />EIR, the impacts of the Ice Center Alternative are generally the same as those of the <br />proposed project. As a consequence, the impacts of the Ice Center Alternative are <br />separately discussed in the "Concurrent Extension" findings only to the extent they are <br />likely to differ from the impacts of the proposed project with the Concurrent Extension. <br />Aesthetic and Visual Resources <br />Findings Regarding Significant Impacts <br />1. Effect on scenic resources and visual character of the site <br />Finding. Development of the proposed land uses within the Project Area would <br />have a significant and unavoidable impact on the existing visual <br />character by changing the site from rural open space to urban <br />development. <br />There are no measures available to mitigate the loss of the rural <br />character of the Project Area, short of leaving large portions of the area <br />undeveloped, which would be incompatible with the project objectives. <br />A statement of overriding considerations for this impact is made in the <br />following section. <br />DEIR, p. 3.1-11 <br />2. Light and/or glare effects <br />Finding. The City finds that the following mitigation measures are feasible and <br />have been incorporated into the Mitigation Monitoring and Reporting <br />Plan (MMRP), thereby mitigating the impact to aless-than-significant <br />level: <br />• Refer a conceptual lighting plan to the Alameda County <br />ALUC for its review prior to consideration of all PUD <br />development plans, per MM VQ-3.1. <br />• Refer a conceptual lighting plan to the FAA, if requested by <br />the FAA, prior to consideration of all PUD development <br />plans, per MM VQ-3.1. <br />• Prepare a Lighting Plan, which shall include drawings and/or <br />manufacturer's specification sheets showing the size and <br />types of light fixtures proposed for the exterior areas. The <br />light fixtures and their locations shall be subject to review <br />Stoneridge Drive Specific Plan Amendment and Staples Ranch Project <br />Environmental Impact Report Findings and Statement of Overriding Considerations Page 15 of 47 <br />
