RESOLUTION NO. 09-265 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, <br />ADOPTING THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) <br />FINDINGS AND THE STATEMENT OF OVERRIDING CONSIDERATIONS FOR <br />THE STAPLES RANCH DEVELOPMENT <br />WHEREAS, the City is considering the adoption of the Stoneridge Drive Specific <br />Plan Amendment/Staples Ranch to address future development patterns on the 124-acre <br />Staples Ranch property and annexing 165 acres into the City of Pleasanton ("Project"), the <br />last remaining undeveloped portion of the original 293-acre Stoneridge Drive Specific Plan <br />area, bounded on the north by I-580 and the City of Dublin, on the east by EI Charro Road <br />and the City of Livermore, and on the south by the Arroyo Mocho channel and unimproved <br />quarry lands; and <br />WHEREAS, the City has prepared a Draft Stoneridge Drive Specific Plan <br />Amendment/Staples Ranch to address future development patterns on the 124-acre <br />Staples Ranch property; and <br />WHEREAS, the Draft Specific Plan AmendmenUStaples Ranch calls for a variety <br />of public facilities, open space, trails, and other recreational amenities; and <br />WHEREAS, the City, acting as lead agency under the California Environmental <br />Quality Act (CEQA) determined that an Environmental Impact Report (EIR) was <br />required for the Project and referred a Notice of Preparation of an EIR to all <br />affected/interested agencies, organizations, and persons on March 19, 2007; and <br />WHEREAS, the City conducted an environmental scoping meeting on April 11, <br />2007 for members of the public to provide comments on items to be addressed in the <br />EIR: and <br />WHEREAS, the City prepared a Draft EIR for the Project, which was received at <br />the State Clearing House on April 16, 2008, and provided the proper legal notice of <br />completion and the availability of the Draft EIR; and <br />WHEREAS, the Planning Commission held a noticed public hearing on May 14, <br />2008 to accept oral comments on the Draft EIR during the 45-day public review period; <br />and <br />WHEREAS, the City has also accepted and responded to written comments to <br />the Draft EIR received from public agencies having jurisdiction by law, persons having <br />special expertise with respect to any environmental impacts involved, and other persons <br />and organizations having an interest in the Project; and <br />
