Kawar
Deputy Director
Road Department
County of Alameda
399 Elmhurst Street
Hayward, California

94544

Subject:

Pleasanton-Alameda Track Consolidation,
Substantiation of Request for Additional
Engineering Fees

Gentlemen:

Under the terms of the Agreement for Engineering Services
executed September 28, 1983, all engineering effort involved
in the above track consolidation project, including final
design of grade separations on Pleasanton-Sunol Road (South
Verona Underpass); Bernal Avenue Underpass, and Del Valle
Parkway Underpass, have been billed to the local agencies
at our direct payroll costs plus a markup.

The maximum authorized amount has now been exceeded because
of changes and extra work authorized by the two agencies,
or changed circumstances unforeseen when the Agreement was
executed. These changes have included the following:

Special Provisions and Contract Documents -- Changes
to Reflect City Rather Than County Sponsorship. The
original Agreement called for the plans, Specifications,
and Contract Documents (Special Provisions) to follow
County Road Department format. On February 17, 1984,
we were instructed that the City would become the
sponsoring agency. This required very extensive
changes to the Contract Documents and Specifications,
briefly as summarized on Attachment "A".
