Mr. Fialho suggested that the Council direct staff this evening to investigate a new
comprehensive City policy that deals with this issue and perhaps even limitations above and
beyond what the State requires. He said that staff could coordinate with the Human Services
Commission and bring any suggestions back to the Planning Commission for consideration.
Councilmember Sullivan agreed, stating that it is not fair to continually put the community, City
Council, or Planning Commission in this position while they attempt to decipher State
regulations.
Councilmember McGovern asked for input on whether or not the amicus brief suggested by Ms.
Ayala should be filed and Councilmember Sullivan asked how that process should proceed.
Mr. Roush explained that he could provide a memo regarding the suitability of an amicus brief;
if, however, the Council chooses to provide direction with respect to preparation and submission
of a brief, a vote officially placing it on the agenda would be more appropriate.
Mayor Hosterman said that she would prefer to review a short memo first so that she has an
opportunity to review the scope and nature of a potential brief.
COUNCIL REPORTS: None
ADJOURNMENT: There being no further business, the meeting was adjourned at 11:30 p.m
Respectfu•~lly_ s~m~iffed,
'Karen iaz
City Clerk
City Council Minutes Page 19 of 19 February 17, 2009
