Cody White and Nate Morales, applicants, thanked staff for navigating them through the planning process and offered to answer any questions that 1:he Council may have. Mayor Hosterman asked if they had explored any green building practices with staff especially with regards to increasing energy efficiencies. Mr. White explained that one of the conditions of approval required them to update to the new green building guidelines, under which they scored a total of 70 points. Mayor Hosterman acknowledged their efforts and limitations but suggested that the installation of a PV system at this point could be included in the project's loan and present a tremendous advantage for future resale. Mr. White noted the suggestion and explained that the homes will at least be prewired for a PV system. Councilmember Thorne asked if any thought has been given to funding changes to railroad crossings that may be a necessary result of the increased traffic from port to port trains we will be seeing in the future. Mr. Fialho said that the corcimunity expressed support for the development of design work but the question of long terrn funding remains. He said that he expects train travel impacts to decrease dramatically with the current economy but noted that there will be a discussion on the matter sometime in June. The public hearing was closed Councilmember Sullivan shared his support for this project and additional downtown residential space in general. He said the high density housing is appropriate so long as it is consistent with the Specific Plan and design guidelines and is in agreement with the larger community. While he did not disagree with Councilmember McGovern's parking concerns, he said that this is a difficulty associated with the high density housing they are looking to achieve in the downtown area and that his concerns may be greater if the project were closer to Main Street. Councilmember McGovern asked for the Council's support in developing clear standards and guidelines surrounding the issue of childcare facilities. Mayor Hosterman shared her support, suggested furtherr discussion on the matter at the Council's Priority Setting, and asked staff for an idea of that might consist of.
