Cody White and Nate Morales, applicants, thanked staff for navigating them through the <br />planning process and offered to answer any questions that 1:he Council may have. <br />Mayor Hosterman asked if they had explored any green building practices with staff especially <br />with regards to increasing energy efficiencies. Mr. White explained that one of the conditions of <br />approval required them to update to the new green building guidelines, under which they scored <br />a total of 70 points. <br />Mayor Hosterman acknowledged their efforts and limitations but suggested that the installation <br />of a PV system at this point could be included in the project's loan and present a tremendous <br />advantage for future resale. Mr. White noted the suggestion and explained that the homes will at <br />least be prewired for a PV system. <br />Councilmember Thorne asked if any thought has been given to funding changes to railroad <br />crossings that may be a necessary result of the increased traffic from port to port trains we will <br />be seeing in the future. Mr. Fialho said that the corcimunity expressed support for the <br />development of design work but the question of long terrn funding remains. He said that he <br />expects train travel impacts to decrease dramatically with the current economy but noted that <br />there will be a discussion on the matter sometime in June. <br />The public hearing was closed <br />Councilmember Sullivan shared his support for this project and additional downtown residential <br />space in general. He said the high density housing is appropriate so long as it is consistent with <br />the Specific Plan and design guidelines and is in agreement with the larger community. While <br />he did not disagree with Councilmember McGovern's parking concerns, he said that this is a <br />difficulty associated with the high density housing they are looking to achieve in the downtown <br />area and that his concerns may be greater if the project were closer to Main Street. He thanked <br />staff for reaching out to the PHA. <br />Motion: It was m/s by Sullivan/Cook-Kallio to adoK>t Ordinance No. 7988 approving PUD-76. <br />Motion passed by the following vote: <br />Ayes: Councilmembers Cook-Kallio, Sullivan, Thorne, Mayor Hosterman <br />Noes: Councilmember McGovern <br />Absent: None <br />MATTERS INITIATED BY COUNCIL <br />Vice-Mayor Cook-Kallio congratulated Foothill and Amador Valley High Schools on their first <br />and second placements in the State's We the Peopte competition. <br />Councilmember McGovern asked for the Council's support in developing clear standards and <br />guidelines surrounding the issue of childcare facilities. <br />Mayor Hosterman shared her support, suggested furtherr discussion on the matter at the <br />Council's Priority Setting, and asked staff for an idea of that might consist of. <br />Councilmember Sullivan expressed similar support but :stressed the need to develop such <br />guidelines before hearing any more of these projects. <br />City Council Minutes Page 18 of 19 February 17, 2009 <br />
