Architect Bill Hezmalhalch, William Hezmalhalch & Associates, reviewed the site's architectural <br />style and floor plans designed to appeal to a mature, sophisticated, upscale, and demanding <br />buyer. <br />Ms. Hardy reviewed the project's green building practices, Ponderosa's commitment to these <br />features, and announced that the project achieved 100 points on the green rated checklist. All <br />homes and the recreation building will have rooftop PV installations, enhanced insulation, high <br />performance HVAC systems, tankless water heaters, high efficiency and satellite based <br />irrigation control, drought tolerant native-type landscaping, and hydrazones. They are also <br />looking at alternatives for heating the pool that will involve either PV panels or radiant decking <br />and are hoping that staff will support the technical aspects of pervious pavement throughout the <br />development. <br />Mayor Hosterman challenged the applicant to carry their efforts a step further by replacing the <br />site's few turf areas with additional shrubs and flowers and offered to find an organization that <br />would establish an award for these efforts. Not only would aturf-free development significantly <br />reduce water consumption, it decreases other environmental impacts resulting from <br />maintenance and the use of herbicides. She suggested that the developer look for innovative <br />ideas to increase water neutrality and also asked them to consider the idea of grey water <br />systems. She said this is a great opportunity to address the serious need for water conservation <br />and for the City to showcase a green development. <br />Ms. Hardy welcomed the opportunity to work with the Council and staff on this and asked for the <br />chance to review the idea with the landscape designers. She urged the Council to make the <br />findings to support this project for all of the reasons noted by staff, and emphasized that this is a <br />viable project that will contribute to much needed City revenue sources. <br />Vice-Mayor Cook-Kallio asked the applicant to review affordability. Ms. Hardy explained that the <br />entire Ironwood Development is required to supply 24% percent of its units to very low and low <br />income level households. The Gardens currently offer 138 affordable apartments which <br />represent 38% of the completed Ironwood project and the addition of the 110 senior housing <br />units proposed this evening still supplies a 29% affordability component. Ponderosa Homes will <br />not provide any designated affordable homes within this subject project because it has already <br />provided above and beyond its obligation. <br />Mayor Hosterman opened the public hearing. <br />Kerry Lamson expressed support for the project, particularly in respect to the technologically <br />advanced construction methods, safety qualities, and LEEDS certification. He said that of the 24 <br />active adult communities in northern California, only 2 are within 25 miles of Pleasanton. Mr. <br />Lamson acknowledged that gated communities are often viewed as elitist but explained that a <br />key element that homeowners in this age range look for is security. <br />Vic Malatesta said that as a current Ironwood homeowner he completely supports this project. <br />Ponderosa's reputation within the Pleasanton community speaks for itself and Ms. Hardy and <br />her staff deserve much credit for their patience and contributions to the City. <br />Erin Kvistad said that she and her husband are lifelong residents of Pleasanton who currently <br />live in their second home by Ponderosa. Pleasanton is a city of planned progress and because <br />of the foresight of local government, businesses, residents, and developers it continues to grow. <br />She suggested that traffic impacts will primarily be realized by residents of Ironwood Classics <br />City Council Minutes Page 13 of 19 February 17, 2009 <br />
