11 <br />THE CITY OF <br />-,. ~m m~,~ lii- <br />~L~~S~NTON® CITY COUNCIL AGENDA REPORT <br />March 17, 2009 <br />Community Development <br />Engineering Division <br />TITLE: CONSIDER FORMATION OF AN UNDERGROUND UTILITY DISTRICT <br />ALONG STANLEY BOULEVARD FROM FIRST STREET TO SANTA RITA <br />ROAD, CIP NO. 055022 <br />SUMMARY <br />The Stanley Boulevard Improvement Project design was completed in 2008 and did not <br />include the undergrounding of overhead utilities. Estimated project costs were <br />approximately $2 million. At the August 19, 2008, City Council meeting, Council was <br />asked by a resident to consider undergrounding the overhead utilities as part of the <br />upcoming Stanley Boulevard Improvement Project. City Council directed staff to <br />consider adding this work to the current project. In response, staff met with affected <br />property owners to solicit feedback and explain the implications of the change in scope <br />of work to the project's schedule and potential costs to the residents to underground the <br />public utilities. The majority of residents present at the public meeting were in favor of <br />undergrounding the overhead utilities consistent with the direction provided in the <br />Downtown Specific Plan. Therefore, staff is recommending that City Council authorize <br />staff to initiate formal proceedings for the establishment of an underground utility district <br />along Stanley Boulevard from Santa Rita Road to First Street and authorize the use of <br />$400,000 of the existing $2 million project construction funds for a new design that <br />incorporates undergrounding. The decision as to whether to complete the revised <br />project with undergrounding would be made at a later date. The existing project, as <br />currently designed, includes the construction of a new street roadway section, concrete <br />curbs, gutters, sidewalks, landscaping, decorative street lighting, sewer and storm drain <br />improvements. <br />RECOMMENDATION <br />1. Direct staff to initiate formal proceedings for the establishment of an underground <br />utility district for Stanley Boulevard between Santa Rita Road and First Street. <br />2. Authorize the use of existing project funds from CIP No. 055022 for the design <br />and for the cost of approvals from the respective utility companies for <br />undergrounding the public and private utilities along Stanley Boulevard. <br />3. Consider construction of revised project that includes undergrounding when final <br />costs have been determined and funding sources have been identified. <br />
