BACKGROUND <br />The proposed traffic signal at Stoneridge Mall Road and Embarcadero Court is <br />identified in the City's General Plan and currently ranks 4`h on the City's Traffic Signal <br />Priority List. An existing agreement between the City and BART requires the signal <br />installation prior to completing the West Dublin BART Station in late 2009. The project <br />consists of furnishing and installing all required traffic signal equipment, traffic signal <br />interconnect equipment, signing and striping, and miscellaneous concrete work <br />including modification of the existing curb ramps to comply with ADA requirements. <br />In an ongoing effort to reduce the City's carbon footprint and deliver environmentally <br />responsible projects, the new traffic signal will utilize innovative solutions to minimize <br />power consumption at the intersection. The proposed solutions also result in reduced <br />operations and maintenance costs. These solutions include: <br />Light Emitting Diode (LED) vehicle and pedestrian signal heads; <br />LED street name signs; <br />LED intersection safety lighting; <br />Battery powered wireless in-pavement vehicle detection sensors. <br />DISCUSSION <br />Bids <br />Sealed bids for this traffic signal installation project were opened on February 25, 2009. <br />There were sixteen (16) bids received ranging between $259,400 and $349,900. The <br />apparent low bid was 10% higher than the engineer's estimate of $235,000.00 (see <br />Attachment 2 for Bid Summary).
