IN THE AMOUNT OF $259,400 FOR TRAFFIC SIGNAL INSTALLATION AT THE INTERSECTION OF STONERIDGE MALL ROAD AND EMBARCADERO COURT, CIP NO. 085054 SUMMARY Bids have been received for the project and staff recommends award of the construction contract to the lowest responsible bidder, Wingard Engineering Inc., in the amount of $259,400.00. The work consists of installing a complete traffic signal system at the intersection of Stoneridge Mall Road and Embarcadero Court (see Attachment 1 for project location). RECOMMENDATION 1. Approve the plans and specifications for the subject project. 2. Review the bids and award the construction contract to Wingard Engineering Inc. of Bethel Island, California, for a low bid amount of $259,400. 3. Authorize the City Manager to enter into the above construction contract. 4. Authorize the City Engineer to approve and execute contract change orders for a contingency amount not to exceed $25,940 (10% of construction bid), if necessary, for related subject project work. 5. Authorize the transfer of $275,510 from the Stoneridge Business Center Improvement Fund and Assessment District Expense Program into CIP No. 085054, Traffic Signal Installation at the Intersection of Stoneridge Mall Road and Embarcadero Court to fund construction of the project. FINANCIAL STATEMENT There will be an increase in annual operations and maintenance costs due to the additional signalized intersection in the City. Project construction will be funded through the Stoneridge Business Center Improvement Fund and Assessment District Expense Program. A budget summary is attached (Attachment 4).
