Development Fees will mitigate that. He explained that the developer is prepared to pay those <br />fees provided they are in place but noted that if they are not, adequate mitigation would require <br />the City to front those costs. He said that the City may be able to enter into a reimbursement <br />agreement with itself to ultimately offset any potential cost. <br />Mr. Fialho added that the Council could opt to craft a statement indicating that under no <br />circumstances shall the City pay for these improvements utilizing General Fund monies, and <br />would instead rely upon Development Impact Fees. Councilmember McGovern supported staff <br />to include that statement. <br />Councilmember Thorne acknowledged staffs recommendation to hold a separate meeting on <br />the Stoneridge Drive issue but argued that if the Council chooses to move forward with the <br />expansion, it may be more appropriate to give staff that direction this evening. Mr. Fialho said <br />staff's request is that if the Council would like to have a discussion about Stoneridge Drive, that <br />it will schedule a separate meeting to review the issues outlined in the staff report. Such a <br />meeting could be scheduled within the next four weeks and he clarified that it would not include <br />environmental or CEQA review. <br />Vice-Mayor Cook-Kallio said she would like to move forward with a decision on Stoneridge Drive <br />this evening and that this EIR contains enough information to answer most of her questions on <br />the matter. <br />Mayor Hosterman opened the public hearing. <br />Laura Olson, Pleasanton Chamber Chairman of the Board, read into the record a letter that <br />urged the Council to include the completion of Stoneridge Drive in the Staples Ranch Project. <br />Jamie Renton stated that two of her three children currently attend Sharks Ice in Fremont and <br />instead of commuting to Fremont three days a week she would much rather support a local <br />Pleasanton business and urged the Council to make Sharks Ice in Pleasanton a reality. She felt <br />Council should not let debate over the Stoneridge Drive extension be the only deciding factor in <br />its action. <br />Carole Cloud said that she considers the Stoneridge Drive extension to be a disastrous <br />suggestion and questioned the motivations of developers and Supervisor Haggerty. <br />Heidi Massie noted that the cost to complete the Stoneridge Drive extension will only increase in <br />the future and failure to do so now would risk the annexation of Staples Ranch to Pleasanton. <br />She urged the Council to make the necessary revisions to the Specific Plan to include the <br />completion of Stoneridge Drive, accept Supervisor Haggerty's offer, and save Pleasanton <br />millions of dollars. <br />Dave Walden said that the Stoneridge Drive extension would be a benefit to Pleasanton's <br />residents and workers and expressed frustration that it has not already been completed. <br />Yvan Albert, former Chairman of Pleasanton's Housing Authority, urged approval of the Staples <br />Ranch Project which includes the Continuing Life Communities facility as he is eagerly awaiting <br />the opportunity to join. <br />David Stark urged the Council to ensure the fiscal viability of the commercial aspects of the <br />Staples Ranch Plan by accepting Alameda County's offer to finance the Stoneridge Drive <br />extension and to include the extension as an option in the Staples Ranch EIR. <br />City Council Minutes Page 8 of 14 February 3, 2009 <br />
