Councilmember McGovern maintained that sound attenuating materials may go a long way <br />towards minimizing impact and asked staff to return with a detailed report once the noise study <br />is completed. <br />Councilmember McGovern referred to number 1.4 of the 65CNEL Contour; agreed that this is <br />one of the nicest views of the Arroyo and asked if the measure to limit trails within that corridor <br />precludes the presence of a connecting trail or outlook near the fish ladder. Ms. Giffin clarified <br />that the wording may prohibit an outlook within the 65CNEL but adjacent to it would be fine. <br />Councilmember McGovern referred to page 38, number 4.1; she asked if it would be possible to <br />resurface existing portions of Stoneridge Drive with sound attenuating asphalt concurrent with <br />its application on the extended portions. Mr. Fialho explained that while there are no plans to do <br />so as a part of this project, City policy has been to resurface roads with this asphalt when road <br />wear warrants. He provided the Council with the option to prioritize the resurfacing of the <br />existing portions of Stoneridge Drive over other currently planned projects. <br />Councilmember McGovern referred to PH1.1 on page 39: Population and Housing and <br />remarked that staff explained that the senior care housing units might exceed the City's growth <br />management levels of 350. She said that she preferred the language in the draft EIR which <br />dictates that phase construction of the community's housing units shall be phased such that the <br />construction does not exceed the annual limit set by the Growth Management Program <br />Ordinance. Mr. Roush confirmed that option and added that the development agreement could <br />specifically indicate the number of units and that conversely, the Council has the flexibility to <br />approve more units than would otherwise be allowed in a given year. <br />Councilmember McGovern referred to page 50; Water Supply, which discusses the verification <br />of water supply prior to approval of the Tentative Map. She asked if it allows for the discussed <br />potential to bring recycled water to this section of the community. Ms. Giffin explained that it <br />would require a supplemental EIR as it was not included in the current study. <br />Councilmember McGovern asked if it is still an objective, and Mr. Fialho said staff has plans to <br />discuss the initiation of a Recycled Water Master Plan for the entire City with the Council. The <br />plan would call for phasing the improvements over time and could begin with the Staples Ranch <br />property or at the other end of town near the water treatment plant. <br />Councilmember McGovern voiced concern that the City may lose the opportunity to branch off <br />of the water piped to EI Charro. Mr. Fialho explained that Livermore is making immediate plans <br />to bring in recycled water to EI Charro from the other side of I-580. Pleasanton would then have <br />the option to extend that down to Auto Mall Place and eventually Stoneridge Drive at some point <br />in the future. <br />Councilmember McGovern asked and confirmed that the necessary pipeline could be laid <br />during the construction phase of this project. She asked if it would necessitate an EIR and Mr. <br />Fialho clarified that it is the utilization of the water that triggers CEQA. <br />Mayor Hosterman questioned and confirmed with the City Manager that the timeframe on the <br />Recycled Water Master Plan was at least twelve months out. <br />Councilmember McGovern referred to TR360; Improve Santa Rita Road at I-580 Eastbound Off- <br />Ramp/Pimlico Road on page 51. She read, "If the Fee Update is not completed the City will <br />undertake these improvements," and asked if it could be reworded to protect the City against <br />incurring these costs. Mr. Roush said that staff anticipates that the fee updates will be <br />completed by the time these improvements are made and therefore the payment of the Traffic <br />City Council Minutes Page 7 of 14 February 3, 2009 <br />
