There is no data far Direct Access natural gas or electricity as Direct Access has failed the 15/15 rule and is not reported in this inventory <br />2. Industrial data for the nongovernmental sector failed the 15/15 rule and is therefore inlcuded in the commerical sector. For this reason the <br />commercial and industrial sectors are combined for reporting. <br />3. The PGS,E coeffcient set is based on the 2005 PG&E C02e emission factor and the criteria air pollutant emission factors for the 2005 Region 13 <br />- Western Systems Coordinating Council/GNV Average Grid Electricity Set. The PGE,E coeffcient set does not have emission factors for CH4 and <br />N20 as the C02e emission factor includes CH4 and N20 emissions in C02 equivalents. <br />4. The commercial sector includes energy consumed by city buildings/operations and facilities, district facilities such as [he East Bay Municipal <br />Utility District (EBMUD), and the school district, as well as industrial customers who failed the 15/15 rule. <br />Data Sources: <br />1. The updated 2005 PGBE C02e emission factor of 0.49 Ibs/kWh of delivered electricity was verifed by the California Climate Action Registry and <br />was reported to ICLEI in January 2007 by Greg San Martin. The PGBE C02e emissions factor of 53.05 kglMMbtu of delivered natural gas, verifed <br />by the California Climate Action Registry and the CEC. The PGBE coeffcient set does not have emissions factors far CH4 and N20 as the C02e <br />emissions factor includes CH4 and N20 emissions in C02 equivalents. <br />3.
