The commercial sector includes energy consumed by city buildings/operations and facilities, district facilities such as the East Bay Municipal <br />Utility District (EBMUD), and the school district, as well as industrial customers who failed the 15/15 rule. The updated 2005 PG&E C02e emission factor of 0.491bs/kWh of delivered electricity was verifed by the California Climate Action Registry and <br />was reported to ICLEI in January 2007 by Greg San Martin. The PG&E C02e emissions factor of 53.05 kglMMbtu of delivered natural gas, verified <br />by the California Climate Action Registry and the CEC. The PGBE coeffcient set does not have emissions factors for CH4 and N20 as the C02e <br />emissions factor includes CH4 and N20 emissions in C02 equivalents. <br />3.
