BACKGROUND <br />In August 2008, the City Council held a joint workshop with the Planning Commission to <br />discuss and provide direction on a new vision for Hacienda, including adding multiple- <br />family residential to create a mixed use, transit-oriented development (TOD) project on <br />undeveloped and underdeveloped sites near the BART station, and possibly intensifying <br />commercial development on the CarrAmerica site. Other park-wide changes and <br />pedestrian amenities to support this new vision would also be considered. As a result of <br />that meeting, the Council directed that changes to Hacienda would be proposed and <br />studied through an inclusive PUD process that would be open to the public and led by a <br />Council-appointed committee. Staff expects to return to the City Council following <br />adoption of the General Plan to select the committee and determine the process. <br />DISCUSSION <br />As stated at the August workshop, the project would involve a market analysis, traffic <br />and circulation studies, land planning, and design studies to produce a functional, mixed <br />use, transit-oriented development plan for the sites currently owned by BART, BRE, <br />W.P. Carey, Roche, and to some extent CarrAmerica. James Paxson, general manager <br />of the Hacienda Business Park Owners Association, would be the point of contact for <br />the Hacienda owners. The City would retain Jerry Iserson to continue the work he has <br />started based on his experience with Hacienda, the proposed project, and the city in <br />general. Mr. Paxson and Mr. Iserson would work together on the issues with <br />stakeholders and interested residents to produce a plan that takes advantage of <br />Hacienda's location and its available property while respecting those already living and <br />working in the park. Significantly, this project offers the potential for the City to address <br />its housing element requirements by providing affordable, high density housing as <br />called for in our RHNA (Regional Housing Needs Allocation) numbers. <br />The Council directed that the Hacienda planning process be open and inclusive, <br />involving a committee composed of City Council and Planning Commission <br />representatives. Staff envisions a number of committee meetings attended by <br />interested Hacienda property owners, business tenants, and residents, as well as <br />residents of the surrounding area.
