BACKGROUND <br />The City of Pleasanton will need to submit grant applications for 2009 ARRA funding to <br />the MTC through the Alameda County Congestion Management Agency (ACCMA). <br />The first step in the federal grant process is to have City Council adopt the attached <br />resolution to authorize the grant funding application. <br />The American Recovery and Reinvestment Act of 2009 was signed by President <br />Obama on February 17, 2009 to stimulate the national economy. A total of $23.8 <br />million dollars of ARRA funding was allocated to Alameda County for the eligible federal <br />aided local streets and roads projects for the Transportation Improvement Program <br />(TIP). Based on a formula that takes into account population, lane mileage, needs, and <br />performance, the City of Pleasanton is eligible to receive a programmed amount of <br />approximately $1,588,105. <br />In order to meet the program guidelines and restricted timeline, three eligible federal- <br />aided routes in Pleasanton were chosen for pavement rehabilitation under this 2009 <br />ARRA funding. These routes include 1) Santa Rita Road between Mohr Avenue and <br />Valley Avenue; 2) Stoneridge Drive between West Las Positas Boulevard and Santa <br />Rita Road; and 3) Stoneridge Drive between Foothill Road and Stoneridge Mall Road. <br />These three roadway sections are in need of repairs. The project will consist of <br />resurfacing approximately 570,000 square feet of roadway with Type B or Open Graded <br />asphalt concrete overlay construction. This project also includes base repair, replacing <br />damaged concrete curb and gutter, replacing existing non-compliance ADA curb ramps, <br />adjusting appurtenances to grade, and installing pavement markers, installing new bike <br />lanes, sub-drains, roadway legends, striping, and traffic loops. <br />The attached resolution and associated funding allocation are not the only opportunities <br />the City will have to benefit from the Federal Stimulus Package.
