+~r.\ f__S.~ <br />rr~~uvirr111sagwn 1 <br />EXHIBIT "A" <br />SCOPE OF WORK <br />AMS Consulting has worked with several agencies in the San Francisco Bay Area including the <br />City of Livermore in updating their pavemenC management systems and maintaining Bay Area <br />certification with the Metropolitan Transportation Commission (MTC). <br />We understand the City of Pleasanton utilizes the MTC StreetSaver System to obtain street <br />ratings (Pavement Condition Index), cost-effective recommended pavement maintenance and <br />rehabilitation treatments and costs associated to those treatments. The City of Pleasanton's <br />last pavement management update and major inspection (arterials and collectors) was <br />completed in 2006. According to the MTC pavement website, the City of Pleasanton does not <br />meet certification status and the last major inspection recorded was in 2005. <br />We understand that pavement surfaces deteriorate based on environmental and load related <br />factors and it is important for an agency to comply with the MTC certification guidelines by <br />inspecting arterials and collectors bi annually and residential streets every five-years. By <br />following the inspection guidelines the City will can potentially be eligible for funding. <br />Given our understanding of the City's needs, we have developed an approach that will: <br />1. Conduct achy-wide pavement condition survey (approximately 1,750 sections) on all <br />public streets within City limits and inventory any newly constructed or annexed <br />streets. <br />2. Provide pavement section description information, field survey information, pavement <br />condition index (PCI) calculation, maintenance and rehabilitation PCI calculation, and <br />required City and MTC budget reporting calr_ulations. <br />3. Provide recommended five-year budget option scenarios that include network PCl <br />summaries, cost summaries, and sections, selected for treatment based on updated <br />maintenance and rehabilitation strategies. <br />4. Grant the City of Pleasant Certification status with MTC. <br />5. Generate a GIS/Ph15 Zink within the Street5averOnline program (optional). <br />6. Enable staff to be self-sufficient with the new Street5averOnline program (optional). <br />Task 1.0 -Pavement Condition Survey <br />Prior to inspections AMS Consulting and City staff will meet in the field and randomly inspect 3 <br />pavement sections (City's discretion) to demonstrate the process of how inspections are <br />carried out by the AMS Inspection team. The purpose of this meeting is for the City to: <br />a Get acquainted with the inspection team; <br />Understand and demonstrate the MTC methodology; <br />~ Understand the QA/QC plan; <br />~ Discuss the combining and splitting sections (if necessary); <br />~ Discuss safety; <br />~ Discuss the identification of representative sample unity (including special inspections); <br />and <br />~ Demonstrate the equipment used to carry out the inspection. <br />AMS CONSULTING ~-~ <br />
