Councilmember McGovern voiced concern that the City may lose the opportunity to branch off <br />of the water piped to EI Charro. Mr. Fialho explained that Livermore is making immediate plans <br />to bring in recycled water to EI Charro from the other side of I-580. Pleasanton would then have <br />the option to extend that down to Auto Mall Place and eventually Stoneridge Drive at some point <br />in the future. <br />Councilmember McGovern asked and confirmed that the necessary pipeline could be laid <br />during the construction phase of this project. She asked if it would necessitate an EIR and Mr. <br />Fialho clarified that it is the utilization of the water that triggers CEQA. <br />Mayor Hosterman questioned and confirmed with the City Manager that the timeframe on the <br />Recycled Water Master Plan was at least twelve months out. <br />Councilmember McGovern referred to TR360; Improve Santa Rita Road at I-580 Eastbound Off- <br />Ramp/Pimlico Road on page 51. She read, "If the Fee Update is not completed the City will <br />undertake these improvements," and asked if it could be reworded to protect the City against <br />incurring these costs. Mr. Roush said that staff anticipates that the fee updates will be <br />completed by the time these improvements are made and therefore the payment of the Traffic <br />Development Fees will mitigate that. He explained that the developer is prepared to pay those <br />fees provided they are in place but noted that if they are not, adequate mitigation would require <br />the City to front those costs. He said that the City may be able to enter into a reimbursement <br />agreement with itself to ultimately offset any potential cost. <br />Mr. Fialho added that the Council could opt to craft a statement indicating that under no <br />circumstances shall the City pay for these improvements utilizing General Fund monies, and <br />would instead rely upon Development Impact Fees. Councilmember McGovern supported staff <br />to include that statement. <br />Councilmember Thorne acknowledged staff's recommendation to hold a separate meeting on <br />the Stoneridge Drive issue but argued that if the Council chooses to move forward with the <br />expansion, it may be more appropriate to give staff that direction this evening. Mr. Fialho said <br />staff's request is that if the Council would like to have a discussion about Stoneridge Drive, that <br />it will schedule a separate meeting to review the issues outlined in the staff report. Such a <br />meeting could be scheduled within the next four weeks and he clarified that it would not include <br />environmental or CEQA review. <br />Vice-Mayor Cook-Kallio said she would like to move forward with a decision on Stoneridge Drive <br />this evening and that this EIR contains enough information to answer most of her questions on <br />the matter. <br />Mayor Hosterman opened the public hearing. <br />Laura Olson, Pleasanton Chamber Chairman of the Board, read into the record a letter that <br />urged the Council to include the completion of Stoneridge Drive in the Staples Ranch Project. <br />Jamie Renton stated that two of her three children currently attend Sharks Ice in Fremont and <br />instead of commuting to Fremont three days a week she would much rather support a local <br />Pleasanton business and urged the Council to make Sharks Ice in Pleasanton a reality. She felt <br />Council should not let debate over the Stoneridge Drive extension be the only deciding factor in <br />its action. <br />City Council Minutes Page 8 of 15 February 3, 2009 <br />
