explained that this document is more specifically related to diesel emissions and <br />Councilmember McGovern asked that it be added as a risk factor. <br />Councilmember McGovern referred to page 28; Hydrology and Water Quality and <br />recommended that mitigation measures lean more toward prohibiting, rather than limiting, an <br />increase in the currently polluting levels of diazonamide. She asked if it would be possible to <br />test the water quarterly at the City inlet to evaluate any potential increase in pollutants. Ms. <br />Giffin explained that this was crafted to afford the City control of the Pest Management Plan <br />which would include the analysis of pesticides. <br />Councilmember McGovern referred to page 23; Noise, stated that typically acceptable interior <br />noise levels are no greater than 45 DBA, and noted that this specifies single event DBA limits <br />above that for sleeping and all other habitable rooms. She suggested that in light of the <br />community's proximity to the airport, the use of sound attenuating building materials seems <br />warranted. Ms. Giffin clarified that the noise levels referenced apply to a single incident. She <br />directed the Council to section NO 1.2 on page 34 which states an average of 45. <br />Councilmember McGovern maintained that sound attenuating materials may go a long way <br />towards minimizing impact and asked staff to return with a detailed report once the noise study <br />is completed. <br />Councilmember McGovern referred to number 1.4 of the 65CNEL Contour; agreed that this is <br />one of the nicest views of the Arroyo and asked if the measure to limit trails within that corridor <br />precludes the presence of a connecting trail or outlook near the fish ladder. Ms. Giffin clarified <br />that the wording may prohibit an outlook within the 65CNEL but adjacent to it would be fine. <br />Councilmember McGovern referred to page 38, number 4.1; she asked if it would be possible to <br />resurface existing portions of Stoneridge Drive with sound attenuating asphalt concurrent with <br />its application on the extended portions. Mr. Fialho explained that while there are no plans to do <br />so as a part of this project, City policy has been to resurface roads with this asphalt when road <br />wear warrants. He provided the Council with the option to prioritize the resurfacing of the <br />existing portions of Stoneridge Drive over other currently planned projects. <br />Councilmember McGovern referred to PH1.1 on page 39: Population and Housing and <br />remarked that staff explained that the senior care housing units might exceed the City's growth <br />management levels of 350. She said that she preferred the language in the draft EIR which <br />dictates that phase construction of the community's housing units shall be phased such that the <br />construction does not exceed the annual limit set by the Growth Management Program <br />Ordinance. Mr. Roush confirmed that option and added that the development agreement could <br />specifically indicate the number of units and that conversely, the Council has the flexibility to <br />approve more units than would otherwise be allowed in a given year. <br />Councilmember McGovern referred to page 50; Water Supply, which discusses the verification <br />of water supply prior to approval of the Tentative Map. She asked if it allows for the discussed <br />potential to bring recycled water to this section of the community. Ms. Giffin explained that it <br />would require a supplemental EIR as it was not included in the current study. <br />Councilmember McGovern asked if it is still an objective, and Mr. Fialho said staff has plans to <br />discuss the initiation of a Recycled Water Master Plan for the entire City with the Council.
