Page <br />The eastern most terminus of Stoneridge Drive today does not end in a curbed, landscaped cul- <br />de -sac. The roadwa end has only a blighted temporary barrier with reflective signage to <br />prevent access and accidents (Exhibit 8 ). <br />In the interest of general clarity, and fairness especially to those adversely impacted until <br />Stoneridge Drive is connected to El Charro Road, we recommend that future references to the <br />extension of Stoneridge Drive be changed to read the completion of Stoneridge Drive, thereby <br />more accurately reflecting the community's long held intent to finish this important arterial <br />route. <br />More recently, the MOU between the City of Pleasanton and Alameda County that has guided <br />the specific Staples Ranch property planning process is now nearly three years ofd. Assumptions <br />and circumstances upon which it was crafted have clanged considerably, particularly with <br />regard to unprecedented levels of economic uncertainty, job losses, and public debt across the <br />Bay Area, California, and beyond. The times dictate a new approach. <br />Sub ortin detail: <br />1. Alameda County, a party to the original MOU, has offered to pay for the completion of <br />Stoneridge Drive, but only if it's done sooner (with the Staples project) rather than later. <br />At an estimated cost of $5 million, along with the County's pledge to commit are <br />additional 1 million n to the City of Pleasanton for off -site traffic mitigations, Pleasanton <br />taxpayers will save are estimated million As per Attachment 15 in the Staff Report; a <br />letter dated October 10, 2008 from Supervisor Scott Haggerty to Mayor H osterm an). <br />2. The Maples Ranch property is presently in unincorporated Alameda County, and it's <br />annexation to Pleasanton must be approved by Alameda County's Local Agency <br />Formation Commission (LAFCo). Absent F o's approval to annex the property to <br />Pleasanton, future development of Staples Ranch could take place outside Pleasant n's <br />control and jurisdiction, thereby costing Pleasanton substantial future sales and <br />property tax revenue from a new auto mall, freeway oriented retail, new housing and an <br />Ice skating facility. Such revenues are essential to providing the high quality of public <br />safety, social and recreational services Pleasanton residents value. <br />Correspondence of July 18, 2008 from LAFCo to City Planner Robin Giffin regarding the <br />DEIR document (Attachment 16 of the Staff Report) raises concerns about the absence <br />of the Stoneridge Drive extension at the time of development. <br />Including the completion of Stoneridge Drive in the Final EIR would appear to resolve <br />f +Cc's concerns about the possible need for additional study, and enhance the <br />likelihood of a timely LAFCo vote In favor of Pleasanton I s request to annex the Staples <br />Ranch property. <br />
