level through compliance with federal, state and local use, storage and transport regulations and the <br />mitigation mcasures proposed in the Drah EIR. <br />The Concurrcnt Extension therefore will not pose any new significant hazards or <br />hazardous marerials impacts or substantially increase the severity of such impacts beyond what is <br />idemified in the Draft EIR. <br />3.5 I-lydrology and Water Quality <br />Impacts on hydrology and water quality will remain substamially the same with the <br />Concurrent Extension because the Concurrent F.xrension will not alter the proposed uses of the <br />project site. The Concurrent Extension of an additional two lanes of Stoneridge Drive may <br />introduce limited additional impervious area at an earlier date than the Deferred Extension. The <br />Concurrent Extension would also require the construction of a second bridge across Arroyo Mocho <br />earlier than otherwise anticipated. (See, Section 3.3 above for related mitigation). However, the <br />aggregate impacts of the Concurrent Extension and the Deferred Extension are the same. <br />Compliance with the same BMPs, local, state and federal permitting requirements, and mitigation <br />measures discussed in the Draft E.IR will reduce any potential additional impacts of the Concurrent <br />Extension to a less than significant level. Biological Resources <br />The Concurrent Extension therefore will not pose any new significant hydrology or <br />water quality impacts or substantially increase the severity of such impacts beyond what is identified <br />in the Draft F.IR. <br />3.6 Land Use and Agricultural Resources <br />"I'he analysis of the Draft EIR comprehends the impacts of the Concurrent Extension <br />because the proposed uses of the Staples Ranch site arc [he same under the Concurrent Extension <br />and the Deferred Extension. The Concurrent Extension therefore will not pose any new significant <br />land use or agricultural resources impacts or substantially increase the severity of such impacts <br />beyond what is identified in the Draft EIR. <br />3.7 Noise <br />The impacts of constructing an additional two lanes of Stoneridge Drive and pile- <br />driving associated with the construction of a second bridge across Arroyo Mocho will be the same as <br />the impacts analyzed by the Draft EIR for the first two lanes and first bridge of Stoneridge Drive. <br />The combined noise impacts of conremporaneous construction of both halves of Stoneridge Drive <br />with the Concurrent Extension will not be greater than with the Deferred Exrension because the <br />noise created by the construction of each halfofSroneridge Drive will be reduced to a less than <br />significant level by the noise attenuation measures of Mitigation Measure NO-3.1. .Additional pile- <br />driving noise impacts associated with the construction of a second bridge across Arroyo Mochn <br />would also be mitigated to a less than significant level by Mitigation Measure NO-2.1 because it <br />requires compliance with the same peak particle velocity standard regardless of whether one or two <br />bridges are constructed at any given time.
