to exceed CARB's screening threshold for high-traffic roadways, including Stoneridge Drive (even
with extension of Stoneridge Drive, which is not part of the proposed project but is included in the
City's General Plan)." (Draft EIR, page 3.2-18.) Exposure from the Livermore Airport would be
the same with the Concurrent Extension because Livermore Airport operations would not be
affected by the Concurrent Extension.
F. ImpactAQ-6 Odors.
The Draft EIR concludes that, under the Deferred F.xrension, the Project will result
in less than significant odor impacts. (Impact AQ-6, Draft EIR, page 3.2-19.) Because the uses of
the Project site would be the same with the Concurren[ Extension, the Project would not generate
any significant additional odors as a result of the Concurrent Extension.
G. ImpactAQ-7. GreenhouregasJeJ.
The Draft EIR concludes that, under the Deferred Extension, the Project will result
in less than significant greenhouse gas impacts. (Impact AQ-7, Draft EIR, page 3.2-19.) Mobile,
area and indirect source generation rates will be the same with the Concurrent Extension because the
number of vehicle trips generated and uses conducted by the Project will be the same. Greenhouse
gas impacts therefore will be the same with the Concurrent Extension.
3.3 Biological Resources
The Project will disturb the surface of the entire project site regardless of the
Concurrent Extension or the Deferred Extension and, like the Draft EIR's analysis of the Existing
Specific Plan Alternative (which assumes the Concurrent Extension), pose the same potential
impacts to biological resources. The biological resources impacts of the Concurrent Extension arc
therefore the same as those identified for the in the Drafr EIR. Construction of a second bridge
across Arroyo Mocho to accommodate two additional lanes of Stoneridge Drive with the
Concurren Extension is the only exception. However, as stated in the Final EIR, the mitiga[ion
measures identified in the Draft EIR For bridge construction impacts (including Bio-2.1, 2.2, 2.3,
2.4, 3.2, 4.1, 4.2, 5.1, 6.1, 6.2, 6.3, and 7.1, 8.1, HY-4.1, and NO-2.1, 2.2 and 4.1, and CR-1)
would also apply to reduce the impacts of the second Arroyo Mocho bridge to she same less than
significant level as the impacts of the fist bridge. (Final EIR, page 3-24.)
The Concurrent Extension therefore will not pose any new significant biological
resources impacts or substantially increase the severity of such impacts beyond what is identified in
the Draft EIR.
3.4 Hazards and Hazardous Materials
The Concurrent Extension of an additional two lanes of Stoneridge Drive during
buildout of the project will not alter the conclusions of the Draft EIR regarding potential hazards
and hazardous materials impacts. Most such risks are associated with the proposed uses of the
project site, which remain unchanged with the Concurrent Extension; the potential for a hazardous
release with the Concurrent Extension is therefore the same as under the Deferred Extension. Any
potential for exposure to hazardous materials due to earlier construction of Stoneridge Drive with
the Concurrent Extension will, as with the Deferred Extension, be reduced to a less than siguificant
caass~ ~ z-~~s±~s
