Schools and/or daycaze programs operated) within churches aze common in Pleasanton. <br />For the past 15 years, the Pleasanton Community Church has been operating a Sunday <br />school program and an evening bible study session at the subject site. It has been a good <br />neighbor to the surrounding businesses. Sufficient pazking, adequate sepazation from <br />other businesses and residential neighborhoods, maintenance of noise levels, and safety <br />and security within the premises have been provided and observed. The site has adequate <br />and safe ingress and egress into and out of the site. Instructing pazents to use the <br />driveway off Rheem Drive would significantly reduce the on-site traffic. Providing a <br />vanpool to students would greatly reduce the vehicular trips in and out of the office <br />center, thus, keeping disturbance to surrounding businesses to the minimum. Conditions <br />have been included that would require the applicant to mitigate any future nuisances as a <br />result of the proposed use. In addition, the Fire Department will conduct inspections to <br />ensure the safety of the children attending the after school program. In summary, staff <br />feels this fmding can be made. <br />C. That the proposed conditional use will comply with each of the applicable provisions <br />of the zoning ordinances. <br />The Planned Unit Development approval conditionally permits the establishment of a <br />church, and the proposed after school program would be a part of the church's operation. <br />Granting a conditional use permit to the Pleasanton Community Church would be <br />consistent with the City's ability to regulate: the PUD approval and related zoning <br />regulations. Therefore, staff believes that the third finding can be made. <br />VII. ENVIRONMENTAL ASSESSMENT <br />Projects of this nature are categorically exempt from the requirements of the California <br />Environment Quality Act (CEQA). Therefore, no eonvironmental document accompanies this <br />report. <br />VIII. CONCLUSION <br />For the past 15 years, Pleasanton Community Church has been a good neighbor to its <br />surrounding businesses and residences, and it provides a service to the community by offering <br />congregation services and biblical studies. Staff believes that with the recommended conditions <br />of approval, the proposed after school daycare program can be accommodated without creating <br />adverse impacts on the adjacent businesses and that. it would respond to an additional <br />community need of after school care. Conditions of'approval have been included which will <br />require the applicant to meet all requirements from the Fire Department and Building <br />Department prior to commencement of operations. <br />Case No. PCUP-84 <br />Planning Commission <br />Page - 8 - <br />
