For the past 15 years, the Pleasanton Community Church has been operating a Sunday school program and an evening bible study session at the subject site. It has been a good neighbor to the surrounding businesses. Sufficient pazking, adequate sepazation from other businesses and residential neighborhoods, maintenance of noise levels, and safety and security within the premises have been provided and observed. The site has adequate and safe ingress and egress into and out of the site. Instructing pazents to use the driveway off Rheem Drive would significantly reduce the on-site traffic. Providing a vanpool to students would greatly reduce the vehicular trips in and out of the office center, thus, keeping disturbance to surrounding businesses to the minimum. Conditions have been included that would require the applicant to mitigate any future nuisances as a result of the proposed use. In addition, the Fire Department will conduct inspections to ensure the safety of the children attending the after school program. In summary, staff feels this fmding can be made. C. That the proposed conditional use will comply with each of the applicable provisions of the zoning ordinances. The Planned Unit Development approval conditionally permits the establishment of a church, and the proposed after school program would be a part of the church's operation. Granting a conditional use permit to the Pleasanton Community Church would be consistent with the City's ability to regulate: the PUD approval and related zoning regulations. Therefore, staff believes that the third finding can be made. VII. ENVIRONMENTAL ASSESSMENT Projects of this nature are categorically exempt from the requirements of the California Environment Quality Act (CEQA). Therefore, no eonvironmental document accompanies this report. VIII. CONCLUSION For the past 15 years, Pleasanton Community Church has been a good neighbor to its surrounding businesses and residences, and it provides a service to the community by offering congregation services and biblical studies. Staff believes that with the recommended conditions of approval, the proposed after school daycare program can be accommodated without creating adverse impacts on the adjacent businesses and that. it would respond to an additional community need of after school care. Conditions of'approval have been included which will require the applicant to meet all requirements from the Fire Department and Building Department prior to commencement of operations.
