BACKGROUND <br />In April 1999, the City Council approved a consultant agreement with the firm of Pattillo <br />Garrett & Associates (now PGA Design) to develop a Master Plan for the Alviso Adobe <br />Community Park. As proposed, Alviso Adobe Community Park would represent a <br />unique addition to Pleasanton's extensive parks system. The project would include <br />restoration of a historic structure (the Alviso Adobe), construction of new structures <br />(milking barn, bunkhouse) as well as development of amuseum-quality interpretive <br />program for three distinct periods of history; that is, Native American (Ohlone), early <br />American (Californio), and the more contemporary agricultural/dairy. <br />In November 2002, following adoption of the Master Plan, PGA Design began preparing <br />construction documents for the park, completing that work in 2003. Due to insufficient <br />funding, the project was placed on hold until April of 2007, when the Council authorized <br />staff to put the project out for competitive bidding. On May 17, 2007, a formal bid <br />opening was held, and two sealed bids were received. The low base bid of $3,721,468 <br />was submitted by the firm of JFC Construction, Inc. of Martinez. The recommended <br />Add Alternate bid items totaled $673,417, and included the complete interpretive <br />program for the park, site furnishings, perimeter fencing, HVAC system, and creek <br />plantings/landscaping. The total contract awarded to JFC Construction, including base <br />bid plus selected bid alternates, was $4,394,885. <br />Construction began in July 2007, and the project is now ready for acceptance by City <br />Council. <br />DISCUSSION <br />Budget <br />In June 2007, the City Council approved a project construction budget of $5,344,536. <br />Included in the budget were construction services, special inspection and consulting <br />services and architectural services for construction related activities. City staff assumed <br />the role of construction management for the entire construction project. <br />During the course of construction, staff authorized contingency expenditures totaling <br />$361,889 of the total $439,490 project contingency. Some of those items included <br />additional structural work at the Adobe building, remediation of natural groundwater <br />seepage adjacent to the bridge structure, additional erosion control and modification to <br />the irrigation and landscaping at the request of Parks Division staff, as well as two <br />additional activity carts requested by Parks staff. Also, a security guard for evening <br />patrol was added after the site was burglarized twice, with the burglars looking for <br />copper pipes and wiring. <br />Included in the project expenditures (see Attachment 1 for a project funding and <br />expenditure summary) is the reimbursement agreement negotiated with the developer <br />of the small, proposed eight-lot Austin subdivision (Meadowlark Estates) that is located <br />immediately south of the park site.
