7. The applicant shall place, at the recommended spacing for mature growth, a <br />combination of 15-gallon and 24-inch box Pittosporum Eugeniodes to screen the <br />western property line. The Pittosporum shall be placed in either a straight or <br />staggered (recommended) line for optimal screening. Rhus Lancea shall be <br />placed along the installed Pittosporum to create interest in the landscaping. The <br />applicant may use Rhus Lancea, Rhus Laurina, or another alternative that meets <br />the same growth standards, size, maintenance, and screening as an alternative <br />material for breaks in the landscaping. Additional foundation shrub planting shall <br />be installed to increase the density and width of the screening. The Director of <br />Community Development may grant the use of all 15-gallon trees if the Director <br />determines the 24-inch boxes are not available locally. In selecting the 15-gallon <br />versus 24-inch box trees, the applicant and the Director of Community <br />Development shall ensure that the canopy of trees restores the original privacy of <br />the rear and adjacent neighbors within atwo-to-three year period. <br />8. An irrigation system shall be installed at the time the landscaping is installed. <br />9. All site improvements and construction activities shall be limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Saturday. In addition, no construction <br />shall be allowed on State or Federal holidays. The Director of Community <br />Development may allow earlier "start-times" for specific activities if it can be <br />demonstrated to the satisfaction of the Director that the construction and <br />construction traffic noise will not unreasonably affect nearby residents. All <br />construction equipment must meet DMV noise standards and shall be equipped <br />with muffling devices. <br />10. The applicant shall supply the Building and Safety Division with details of all <br />drainage lines and trenches, if applicable. <br />11. The applicant shall not change the finished grade and/or remove landscaping <br />related to the replacement landscaping along the westerly boundary without prior <br />approval from the City. Any such changes or removal must be approved by the <br />City Council, consistent with prior Council direction in 1989. <br />12. The applicant shall be responsible for maintaining his landscaping as approved, <br />including the replacement of any trees that die, and shall enter into a landscape <br />maintenance agreement with the City, which agreement shall be recorded <br />13. In the event of any drainage problems, the applicant shall be responsible for <br />resolving such problems and for repairing any slope instability, consistent with <br />the general requirements provided by the Building and Safety Division. <br />{end} <br />2 <br />
