15.08.185 <br />15.08.185 Duplex. <br />"Duplex" means two attached dwelling units lo- <br />cated on a single lot. (Ord. 1895 § 1, 2003) <br />15.08.190 Dwelling unit. <br />"Dwelling unit" means a distinct attached or a <br />detached space, which provides complete independent <br />living facilities for one household. A dwelling unit shall <br />include permanent provisions for living, sleeping, eat- <br />ing, cooking, and sanitation within the unit. (Ord. 1895 <br />§ 1, 2003; Ord. 1082 § 2, 1983; prior code § 2-15.01.17) <br />15.08.200 Existing users. <br />"Existing users" means all users discharging into <br />the sewerage system on the effective date hereof. (Ord. <br />1082 § 2, 1983; prior code 2-15.01.18) <br />15.08.210 Flow. <br />"Flow" means the movement of a quantity of sew- <br />age or other liquid past a given point or through a given <br />section of sewer. (Ord. 1082 § 2, 1983; prior code § 2- <br />15.01.19) <br />15.08.220 Gallons per day (GPD). <br />"Gallons per day (GPD)" means the volume, <br />measured in gallons per day, of any flow. (Ord. 1082 § <br />2, 1983; prior code § 2-15.01.20) <br />15.08.230 Carbage. <br />"Garbage" means solid wastes from [he prepara- <br />tion, cooking and dispensing of food and from the han- <br />dling, storage and sale of produce. (Ord. 1082 § 2, 1983; <br />prior code § 2-15.01.21) <br />15.08.240 Crease, oil and fats. <br />"Grease, oil and fats" means any material or like <br />material that is soluble by the freon extraction process. <br />(Ord. 1082 § 2, 1983; prior code § 2-15.01.22) <br />15.08.250 Industrial building. <br />"Industrial building" means any building devoted <br />principally to uses permitted by the zoning ordinance <br />other than residential and retail uses. (Ord. 1082 § 2, <br />1983; prior code § 2-15.01.23) <br />15.08.260 Industrial user. <br />"Industrial user" means an establishment engaged <br />in producing, manufacturing or processing operations, <br />and all other users engaged in any activity resulting in <br />the production of industrial wastes which enter the sew- <br />erage system. (Ord. 1082 § 2, 1983; prior code § 2- <br />15.01.24) <br />15.08.270 Industrial wastes or industrial sewage. <br />"Industrial wastes" or "industrial sewage" means a <br />combination of liquid or water carried sewage or waste <br />resulting from a manufacturing process employed in <br />industrial establishments, including, without limitation, <br />any washing water, cleaning water or drain water from <br />such process. The same shall also include waste from <br />Zeolite type softening regeneration plants and water <br />from commercial laundries. (Ord. 1082 § 2, 1983; prior <br />code § 2-15.01.25) <br />15.08.280 Infiltration and inflow. <br />"Infiltration and inflow" means [he infiltration and <br />inflow of water into the sewerage system. (Ord. 1082 § <br />2, 1983; prior code § 2-15.01.26) <br />iS.OSZ85 Livermore. <br />"Livermore" shall mean the city of Livermore, <br />California. (Ord. 1979 § 1, 2008) <br />15.08.290 Local costs. <br />"Local costs" means costs which are borne in their <br />entirety by [he city and include all expenses incurred up <br />to the point of delivery of effluent to the district system <br />and all expenses associated with disposing of city efflu- <br />ent via the Livermore-Amador Valley water manage- <br />ment agency's wastewater export system. (Ord. 1082 § <br />2, 1983; prior code § 2-I S.O1.27) <br />15.08.300 Major contributing industry. <br />"Major contributing industry" means an industrial <br />user who meets one or more of the Following criteria, as <br />determined by the director: <br />A. The user is one of the 34 natural resources <br />defense council ("NRDC") industries for which the <br />United Slates environmental protection agency intends <br />to set categorical standards, and the user is not in an <br />exempt subcategory; <br />E3. The user's average flow exceeds 25,000 <br />GPD or the average BOD or SS loading exceeds 50 <br />pounds per day; <br />C. The user's average flow exceeds 2,500 <br />GPD, and priority pollutants or prohibited discharge <br />pollutants are known to be present; <br />I). The user's average flow is less than 2,500 <br />GPD, and priority pollutants or prohibited discharge <br />pollutants are known [o be present in significant concen- <br />trations; <br />Ei. The user is known to have caused, is sus- <br />pected to have caused, or has the potential to cause, op- <br />erational problems at the treatment plant.
