generated by telephones, radios and open discussion among members of the group. <br /> <br />Dividing the organization into units with like functions and having them remote <br />from one another will provide more efficient management and control over a major <br />emergency. To further enhance the operation the organization'~l:~structure is <br />shown in concentric circles to show the importance of their ~el~tionship, rather <br />than the traditional line and staff organization. Goals and objectives have <br />also been prepared for each group. Standard operating procedures have been pre- <br />pared for the Function Group; a coordinator for this group has been identified; <br />primary personnel and alternate personnel have been identified; radio communi- <br />cations and telephone lines have been provided for all segments of this group <br />to provide direct contact with field forces and elements. <br /> <br />The organizational structure and operational concept were also forwarded to the <br />County Office of Emergency Services for their review, input and approval which <br />has been granted. It would be Staff's intent if Council approves, to incorporate <br />the total new concept into the update of the Basic Emergency Operations Plan. <br />The County has designated Mr. Bob Nickelson of O.E.S. to assist in this revision <br />if we desire to proceed. <br /> <br />Recommendations <br /> <br />It is Staff's recommendation that Council, by resolution, approve the new organ- <br />izational structure and operational concepts and have them made a part of the <br />City's Basic Emergency Operations Plan. <br /> <br />Joseph B.
