Options for Including IGPR CoKm~ittee ' s Recommendations <br /> <br /> The Industrial General Plan Review Committee has proposed <br />40 recommendations which they would like to be incorporated into <br />the City's General Plan. These reconunendations include land use <br />designations (the 12 "I" parcels), policies (eg. adhere t.o air quality <br />standards) and actions (eg. acquire the SP right-of-way) which could <br />be incorporated into the City's General Plan in one of three ways. <br /> <br />1. Incorporate Recommendations Into the General Plan Update <br /> <br /> The proposed General Plan work program includes consideration <br />of the IGPR Committee's recomJnendations as part of the comprehensive <br />update of ].and uses, policies and programs. The Committee's recom- <br />mendations will be evaluated along with existing and proposed <br />policies and a determination wjl! be made by the Council as to which <br />will be included in the final General Plan document. The Committee's <br />recommendations would be reviewed in the first half of 1985 and adopted <br />in August of 1985. <br /> <br /> 2. Amer~d Existing General Plan to Include Committee <br />Reconm~endations <br /> <br /> The Committee is concerned that the 12 land use designations <br />and the FAR ] imitations be reviewed and acted upon by the Council as <br />soon as possible~ These amendments to the General Plan could be <br />scheduled for the next GPA hearing in June of 1984. However, such an <br />amendment would reqt:lire an evaluation of consistency with other land <br />uses, policies and acti. or~s in the existing General Plan. Such an <br />evaluation is being proposed as a first task in the proposed General <br />Plan work program and might be more effectively conducted at that time. <br /> <br />3. Initiate GPAs in June and Incorporate Into Update <br /> <br /> In order to comprehensively evaluate the Committee's recom- <br />mendations in light of other issues to be addressed in the General <br />Plan update and also comply with the Committee's concern for timing, <br />a third options shoul_d be considered. The Council co'uld initiate <br />General Plan amendments for the ]2 land use designations and the <br />FAR recornmendation in june and direct staff to include all 40 of the <br />Commi'ttee's recommendations for consi. deration in the General. Plan update. <br />Also at the June GPA hearing, Council could adopt a resolution to <br />consider 'the Committee's land use and FAR recommendations along with <br />existing General Plan policy in the event that development applications <br />are made in the interim which relate to the 12 parcels or industrial/ <br />commercial/office FARS. Thus, the Conunittee's. recommendations are not <br />lost on i_nterim projects and also will be subject to the same analysis <br />affor-ded other suggestions raised during the C, eneral Pl.an update <br />process. <br /> <br /> <br />
