ENVIRONMENTAL ASSESSMENT <br />An Environmental Impact Report was prepared and certified for the Downtown Specific <br />Plan. It was approved by the City Council on March 5, 2005. The Environmental <br />Impact Report anticipated that ahigh-density residential project, such as that proposed, <br />would be located on the project site. The California Environmental Quality Act (CEQA) <br />specifies that individual residential development projects that are prepared pursuant to <br />the requirements of an adopted specific plan, for which an EIR has been prepared and <br />certified, are not subject to additional environmental review. Therefore, no <br />environmental document accompanies this report. <br />CONCLUSION <br />Staff believes that, as conditioned, the proposed PUD is in keeping with the themes, <br />policies, and requirements of the Downtown Specific Plan and is compatible with the <br />surrounding area. The proposed site development standards and project design have <br />been created in accordance with the intent of the Specific Plan and the Downtown <br />Design Guidelines: provision of higher density, single-family housing that incorporates <br />the design and development standards of the surrounding area.
