BACKGROUND <br />On March 5, 2002, the City Council approved the establishment of a City Fine Arts <br />Lease/Purchase Program. The program is designed to enable the City to acquire high <br />quality, locally produced fine art, which can be displayed at City Hall. Art eligible for <br />lease/purchase is currently selected from work by winners of the Civic Arts Commission <br />Award for Artistic Excellence. One two-dimensional piece is chosen at each of two <br />venues: the Pleasanton Art League's Annual Open Exhibit, and the Alameda County <br />Fair's Art Show. The award-winning art piece selected by the Arts Commission for the <br />purchase/lease program is then leased for a period of three (3) months, and displayed <br />at City Hall. Public comment is taken, with the Civic Arts Commission making a final <br />recommendation to the City Council regarding the potential purchase of the work. <br />On July 7, 2008, the Civic Arts Commission chose "One Day in May", the work of <br />Orinda Artist Jimmy Lu, as it purchase award recipient for 2008. <br />DISCUSSION <br />With the Civic Arts Commission's recommendation, "One Day in May" has been <br />displayed in the entryway to the City Council Chamber for five (5) months, from August <br />to December. Staff also prepared comment cards in order to solicit public input <br />regarding the artwork for a three (3) month period from August to October. A total of 12 <br />cards were submitted during the review period, with ten (10) overwhelmingly in favor of <br />the artwork. "This is an exquisite painting-I love it!" ... "...Introduces the element of <br />music into visual artwork-would enjoy seeing this hang in a public space!" ...and "A <br />well done art piece-very serene!" were just some of the comments made about the <br />artwork. <br />Two (2) cards were also received that could be considered negative. One said she <br />missed the cars, referring to the last painting purchased by the city.
