5 <br />THE CITY OF <br />- -- -'- ~"' CITY COUNCIL AGENDA REPORT <br />j~L~~S~4NTONe <br />January 20, 2009 <br />City Manager's Office <br />TITLE: APPROVAL OF A CONSULTANT AGREEMENT WITH MACKAY & <br />SOMPS IN THE AMOUNT OF $173,872 TO PROVIDE DESIGN AND <br />ENGINEERING SERVICES FOR THE TRANSPORTATION CORRIDOR <br />PARKING LOT DESIGN AND HYDRO-MODIFICATION MASTER PLAN <br />SUMMARY <br />The City Council established the conversion of the historic fire station located at 4444 <br />Railroad Avenue to an arts center as a priority. Construction of the Firehouse Arts <br />Center project began in August 2008 and is progressing on schedule, with the <br />anticipated completion date of spring 2010. A project to provide parking amenities on <br />the adjacent transportation corridor needs to begin at this time in order to coordinate the <br />completion of both projects. In addition to requiring the standard land surveying and <br />civil engineering services, lighting design and landscape architecture, two other <br />activities are included in the design phase for the parking lot. One is a comprehensive <br />geotechnical assessment of the site given that the corridor was used for railroad <br />purposes previously and the other is the development of ahydro-modification master <br />plan for the area from Ray Street to Angela Street. The consultant agreement with an <br />engineering firm will develop the design and prepare construction documents in addition <br />to the hydro-modification master plan. <br />RECOMMENDATION <br />1. Approve the consultant agreement with MacKay & Somps for a cost not-to- <br />exceed $173,872 to provide design and engineering services for the <br />Transportation Corridor Parking Lot Design and Hydro-Modification Master Plan <br />2. Authorize the City Manager to execute the attached subject contract. <br />FINANCIAL STATEMENT <br />There are sufficient funds in the Firehouse Arts Center project, CIP No. 038011 for the <br />design phase of this project. <br />
