5 THE CITY OF - -- -'- ~"' CITY COUNCIL AGENDA REPORT j~L~~S~4NTONe January 20, 2009 City Manager's Office TITLE: APPROVAL OF A CONSULTANT AGREEMENT WITH MACKAY & SOMPS IN THE AMOUNT OF $173,872 TO PROVIDE DESIGN AND ENGINEERING SERVICES FOR THE TRANSPORTATION CORRIDOR PARKING LOT DESIGN AND HYDRO-MODIFICATION MASTER PLAN SUMMARY The City Council established the conversion of the historic fire station located at 4444 Railroad Avenue to an arts center as a priority. Construction of the Firehouse Arts Center project began in August 2008 and is progressing on schedule, with the anticipated completion date of spring 2010. A project to provide parking amenities on the adjacent transportation corridor needs to begin at this time in order to coordinate the completion of both projects. In addition to requiring the standard land surveying and civil engineering services, lighting design and landscape architecture, two other activities are included in the design phase for the parking lot. One is a comprehensive geotechnical assessment of the site given that the corridor was used for railroad purposes previously and the other is the development of ahydro-modification master plan for the area from Ray Street to Angela Street. The consultant agreement with an engineering firm will develop the design and prepare construction documents in addition to the hydro-modification master plan. RECOMMENDATION 1. Approve the consultant agreement with MacKay & Somps for a cost not-to- exceed $173,872 to provide design and engineering services for the Transportation Corridor Parking Lot Design and Hydro-Modification Master Plan 2. Authorize the City Manager to execute the attached subject contract. FINANCIAL STATEMENT There are sufficient funds in the Firehouse Arts Center project, CIP No. 038011 for the design phase of this project.
