TdIO~t Mr Joshuo Pack, P.E <br />Transponatlon May 29, 2008 <br />Consuhantt Poge 8 <br />All study intersections are expected to operate at LOS D or better under all study scenarios, <br />except for the Valley Avenue /Santa Rita Road intersection, which is expected to operate <br />unacceptably at LOS E under Existing Plus Approved Project Conditions during the p.m. peak hour. <br />The LOS E is below the current acceptable City LOS threshold of LOS D or better and does not <br />include Ironwood project traffic. <br />Under Existing plus Approved Project plus Project Conditions, all intersections are expected to <br />remain operating at the acceptable City LOS threshold, except the Valley Avenue /Santa Rita Road <br />intersection, which is expected to continue operating at LOS E during the p.m. peak hour. <br />However, this below-standard level of service is almost entirely due to current traffic levels, as well <br />as background traffic growth from City approved projecu. Furthermore, Ironwood project traffic <br />adds a very small overall average delay of I.6 seconds to the Valley Avenue /Santa Rita Road <br />intersection. <br />TJKM explored potential measures for mitigating the LOS E condition at the Valley Avenue /Santa <br />Rita Road intersection. The current City of Pleasanton General Plan recommends a buildout lane <br />geometry at this intersection that includes triple left turn lanes on the southbound Santa Rita Road <br />approach (see Figure 2). Under this mitigation, the addition of a third left turn lane to the <br />southbound approach resulu in an acceptable LOS D at the intersection under both Existing Plus <br />Approved Project and Existing Plus Approved Project Plus Project Conditions.
