Commissioner Narum noted that this proposal, with the articulation on the lower tower, <br />appears better than what is there now. She inquired what the zoning was for the Auf <br />der Maur property as she thought it was for commercial and not necessarily for a <br />church. <br />Commissioner Fox stated that the property is zoned PUD and that a church is allowed <br />in a PUD. <br />Commissioner Narum noted that if the antennas are located in the area of the storage <br />units as proposed by Commissioner Fox, they would run into the same problem with the <br />Presbyterian Church at Ironwood and some parks in that area. Commissioner Fox <br />stated that she believed the Church is located farther up the road on Busch Road and <br />would be more that 300 feet away. <br />Commissioner O'Connor inquired if the area where the storage units are located are <br />within 300 feet of the vacant parcel. Commissioner Pearce stated that it would probably <br />depend on where it is located on the site. <br />Commissioner Fox stated that the antennas could also be placed on the Kaiser or <br />Hansen property and Utility Vault on the left side of Valley, which are all industrial and <br />far from residential property. <br />Commissioner O'Connor noted that this also takes a willing landlord or owner. Chair <br />Blank noted that the owners also get revenue from this and are not doing it for <br />philanthropy. <br />Commissioner Narum inquired if the other locations mentioned by Commissioner Fox <br />would be viable. <br />Ms. Decker replied that the applicant had stated earlier that they had considered these <br />sites and found that they do not optimize the reception. She added that those <br />discussions are really not within the purview of how planning staff evaluates the sites, <br />noting that they are more of a discussion with the applicant in terms of service area and <br />providing service. She stated that staff evaluates a proposal in terms of design and <br />compatibility with the structures. <br />Commissioner Fox inquired if T- Mobile might be able to talk to the Economic <br />Development Director and get a list of sites that might be more appropriate. Ms. Decker <br />replied that staff has been working with T- Mobile for two years to locate alternative sites <br />that would serve this particular area and reiterated that as indicated by the applicant, <br />moving away from the McDonald site does not address their needs. <br />Commissioner Narum inquired if the application was noticed 1,000 feet around the site <br />and it the notification area included the vacant parcel.
